So based on the slow rate of legendary fragment acquisition as a free to play, it seems like the smartest move if would be to max out nikola, because you will need him maxed out during limitless anyways, and then skip every other infantry legendary hero except Hank. The amount of fragments necessary to max out a legendary hero are so insanely high, I feel like if you try to do anymore than nikola and hank as a F2P you wont end up maxing out any of them. Anybody else agree with this?
