The EPA made him fill the pond in because he didn't clear the change with them first. Also almost all government agencies are underneath the Executive branch and thus the Presidents control. They exist to pursue and enforce laws with power delegated to them by the president. For the EPA, CDC, and FDA (Just for starters) to get picked apart and cleaned out, or even totally done away with and replaced, is a move in the right direction.
