In our school science fair (back in late 90s) someone made a similar thing, but a motor to bring the cloths line inside the home through a window. It was a model though. The sensor was same, but a single transistor and a relay switch to control it all.

Is the ringing counted out of the communication? Over there it's 2 minutes and 22 seconds per USD. If a ringing in the void is 10 seconds (hoping it doesn't sleep on the message recorder for 4 hours till automatic cut) then it's 14 ringing/rain alert per USD

Outside of the EU, it get's expensive because of roaming. Data is 5€ for 5GB. I use Lebara as provider. They also have contracts, but i don't really use my mobile phone very often. I charge it maybe once or twice for 20€ per year.

There are significantly better ways to get a similiar result... Using a phone for this is pretty much a waste. You need a simcard that you pay monthly, Battery requires constant recharging(although solvable, stilll not great.) Unnecessary large. If you really have no other choice its great, but for around 5$ you could make a similiar device..
