No, it is "University Festival" In Korea, Famous singers come to the universities and sing songs at univ festival season.

"Ah Ra Ri Yo" was originated from "Ahrirang"(korean folk music) a long time ago. I don't know the exact meaning. But, in this song, it seems to mean that the koreans.. ^_^
