Here’s the problems that I find with the new law going into effect August 1, 2024 banning the import of puppies under 6 months of age.
People here in the USA should be upset that more and more of their rights are being stripped away under the guise of protecting our health.
Many ethical breeders and dog lovers will be affected by this law as well as the future of dog sports and solid breeding.

CDC aren’t “politicians”, they are scientists and medical professionals that think they are protecting our furry family members. A lot of dogs have died from that mysterious illness, I believe they understand it now. Contact the administration, your senators and house representatives, help them to understand what the CDC don’t know, missed and/or misunderstood. President Biden loves dogs, he’s always had dogs, and even adopted a rescue dog. This would matter to him!

We've got people starving, homeless on the streets and the lawmakers are deciding crap like this instead of doing something that will help what's really important. This is just plain tyranny and idiocity! This law should specify 'dogs from countries that have rabies issues' only. Just total BS.

As much as we adore Robert, it only applies to 113 countries and is an extension of what was already in place from Covid. This was not started by the current administration. Germany and Belgium are not part of the 113.

Killing hundreds of thousands of dogs killed every yr. In the US should tell you we have too many unwanted dogs. The price of imports has gotten out of control. Seems to me we have imported for long enough that US breeders have been able to establish the lines here.

@@Rina-sv5ui that's not the point. Education is really the key to people learning that just because two dogs can breed doesn't mean that they should. This is why people need sound dogs for dog sports, work and other necessities, good bloodlines with solid nerves and genetics. The gene pool for good dogs is small in the U S. Europe just happens to have a much better system only breeding dogs that have been health tested, temperament tested, conformation tested and worked. This has not been happening in the United States with the exception of responsible breeders who are not in it for just how much money they can get but for the foundation and the future of the breeds.

We have been working hard to get the illegal puppy mills shut down while our government spews out laws that have zero common sense and caters to the people who are already illegally cheating the dog system. It’s more than frustrating, sad and it definitely sets up many more dogs for failure.

Puppy mills exist in every country as do prisons. Afghanistan prison verses US prison. The CDC is having to do this because the US citizens are importing fraudulent dogs from countries with high Rabies populations.

Just so you're aware, this was a co-sponsored bill between Rs and Ds, so maybe it's time to stop looking at the initials after the name and start looking at what the individuals have done. We must educate ourselves on ALL elected officials for whom we have the power to vote in our states and districts.

The amount of stress changes when they’re that old as well. A young puppy will sleep most of the trip. A 6 month old it can detrimentally change their outlook

Robert I imported a Boerboel from Portugal to the UK. He could only get in to the UK at 16 weeks once his rabies shot's had been completed. He received some basic training at the breeder's kennel in the 4 week's before he arrived. I imported from the breeder because he does have to work on the farm and I need a dog that is bred to the original breed standard which means he is lean, muscular, agile and has stamina. The show boerboels you see today would not survive on a farm in South Africa and would not survive long enough to procreate. At 16 week's it was a blessing to have a puppy that understood basic commands and was toilet trained. The big downside was the bonding took much longer which slowed down further training, it took me six months to gain his trust. The boerboel is very intense dog and a bond between owner and dog is essential. The 6 month rule will be hugely problematic for dog's like boerboels and malinois and pointless since the pup can be fully inoculated for rabies and ready to travel at sixteen week's. As for importing stray's from overseas I'am sure the UK and US should be focusing on rehoming the many homeless dog's we have in our own countries.

In the UK, there is a temporary ban on rescue/street dogs from Eastern Europe due to the amount of sick dogs that were arriving, it also impacts upon the environment, because they brought in diseases that we didn't have before they were imported. It doesn't only impact upon other dogs, and pets, it can also have a dreadful impact upon farming animals too.

@@Gravityembracegary Look at the British government website and you will see the temporary DEFRA ban.. On the diseases they brought in you can also view British Veterinary's surgeons websites. Our vets wrote an article on it.

Why be concerned about dog diseases crossing the border? They certainly don't worry about human diseases coming across. Drug resistant TB, measles, etc. If you listen to ER doctors there starting to see a lot of diseases that were mostly eradicated in the US. The fun part is there's an overlap with americans becoming anti-vaccination. If we can handle these diseases we can handle diseases that affect dogs.

This sucks. I was planning on getting a Swedish Vallhund from Sweden in a couple of years, and this will make that way more difficult. Thankfully I have friends who live in Sweden, so they can likely help by "fostering" my puppy until its old enough to come here, but that's a hassle for both them and me. Those are prime training and bonding months. And I say that having gotten my Mal X puppy when she was already almost four months old. She's just hit six months this week. There are only two things you can trust the modern US government to do: make your life more complicated and steal your money.

It is 113 countries and the announcement is that it will be extended which it was suppose to end July31. These countries and political units are considered high risk for importing dog rabies into the United States. Robert the way you could be truly helpful is to have done the research on who sponsored the legislation and tell us who to go after. Our lawmakers are in the pockets of lobbyists and their $, and neither party is immune. If you just say, open-ended, find out who is taking your rights away and vote against them, people will just assume it's the "other party" and they won't look beyond that. They will just use it to reinforce their assumptions. You have a powerful platform. If you use it to get political and don't get specific about who is supporting legislation, you have wasted your power.

Rabies in dogs does happen in the southwest. Texas has several cases a year in dogs and cats. My state New Mexico had a rabid puppy last year or the year before. Not that it justifies the new law since unvaccinated dogs come in over the border with their owners.

It’s always irked me to see rescues importing dogs while there is already a surplus of homeless dogs in this country. What irks me even more is when they intentionally choose to rescue a catastrophically ill or injured dog for advertising and fund raising purposes. Of course they never come out and say that but it’s EXACTLY what’s going on. Exploitive and inhumane in my opinion and a waste of resources. Not all, but many rescues engage in shady practices. Such a shame for the dogs. It’s unfortunate to see the working and dog sports worlds may be impacted by their behavior. *edit- I’m not referring to treatable illnesses with a reasonable expectation of a positive outcome like a lot of Parvo. I’m referring to dogs with catastrophic injury, distemper cases with severe neurological signs present, or the 14 year old dogs with severe dental disease and signs of organ failure.

I go out with trepidation as odd ones occasionally escape. I have four bull terriers and five mongrels I don’t now let my dogs off leads we go out in twos. So I suspect my view tainted. I adore all dogs but feel their can be dangerous if idiots have them x

I concur. I've seen dogs brought into the US for "humane rescue" (which I get) but the dogs aren't properly vetted in the home country. As often is the case, unscrupulous people are at fault.

Six months old is ridiculous. I’ve imported 2 8-week old puppies to the USA from Germany and this new rule is BS. Many breeders just breed better in some European countries, because of better and tighter fci breed club rules. They can’t just throw 2 dogs together like in the states. Breeders won’t keep dogs for 6 months without steep additional cost. Yes, puppy mills will flourish. This could be handled so much differently if it’s actually really about rabies.

@@grt49er of course every country has bad breeders. That’s not what my point was. My point is that, for example, Germany has stricter breeding guidelines and regulations if the breeder is part of an fci breed club. They have regional breed specific overseers that visit the breeders, make breeding recommendations according to the health of dam and sire, and make sure breeders follow all guidelines of raising litters. They also do in home and kennel visits. It is very organized. There is nothing like it in the USA.

@@grt49er nothing wrong with flying with a puppy if you follow certain guidelines. I always knew the breeder. I always went to Germany to get the puppy. I only use direct non-stop flights. Never any in-between stops or plane changes. And I only use the German airline Lufthansa. Lufthansa has professional guidelines for the transfer of pets. This is not uncommon for the German shepherd world of breeders. These are definitely not puppy mills.

Sadly the dog that started this policy was a rescue that came in under falsified paperwork with a made up age and had rabies. I am sad. I have a friend who breeds in France. It’s her last breeding before she retires and I was supposed to get a dog and now this rule. I cannot ask them to raise the dog for me too! 😢. I could always get a dog in the US but her bloodlines have improved my dogs so much.

Sadly it was an unethical rescue and unethical vet or vets that falsified the papers for this dog to make it to the US, and not the dog. Any rescue organization along with any vets who have signed falsified papers should be hit with HUGE fines and possible jail time time and any vet who falsifies papers should lose their license immediately along with huge fines and possible jail time as well. The CDC need to punish the people who falsify, play the system under the radar knowing the CDC is not too bright. These same people will continue to do what they have been doing, as this rule only punishes the responsible law abiding dog owner. The CDC has absolutely no clue that this rule WILL NOT solve their problem. Common sense and CDC should never be in the same sentence!

@@robinrutherfordcost4748 after August 1 it won’t matter if the country is considered rabies free, it will still be a 6 month wait. France has and will continue to be one of the rabies free states I imagine due to their policy to control it.

It goes beyond citizens wanting an FCI line puppy...Police departments and handlers will suffer as will MWD handlers. They will have to work harder with training, and that will cost taxpayers money. Don't get me wrong, I am not discrediting American bred working lines, but overall, FCI lines are superior .

Re rescue dogs from Eastern Europe and Asia. It is the same here in the U.K., “rescue” dogs with horrendous psychological and physical health issues including reintroducing dog diseases that were virtually eradicated here whilst simultaneously condemning abandoned U.K. dogs to death. It makes no sense except for inflating the rescuers virtuous ego. In my nearest village there are a number of these rescue dogs, they are walking liabilities, very aggressive and uncontrolled. The only positive is that the new owners are not stupid enough to let them off leash.

Welcome to our world in Australia. By the time a dog jumps through all of the hoops required to come here, an imported dog is at least 9 months. It costs approx $15,000 USD MIN and if after the 6mths pre entry period, if the dog doesn't pass the final blood tests, you are down the drain possibly half that with no refund!

Not to mention some of us live in border towns and cross frequently with our dogs or have lives on either sides. That means I won’t be able to get a new puppy due to this new regulation because there’s no way I’ll be leaving my young pup behind.

In the Netherlands it’s 15 weeks because of the rabies vaccination in order to import a pup. My chow was 16 weeks and that was fine. Yes, you have to trust your breeder to take care of socialisation. If you want to it can be done, but it takes more effort and proper research of finding a good breeder.

Unless the breeder run a huge kennel with network of puppy raisers, that he/she can live off by breeding dogs almost full time; even with the meant well breeder up until now can't carter to the US market this way when they can sell puppies to other market. Also breeders would pass the cost to buyers, and there are things they can't carter to buyers without the buyer to pay significantly more than if the buyer raise the puppy themselves. Let's say an American future dog owner live on a farm. He has a stable supply of meat, bone, organ scrap to supplement the main mill. It would cut the feeding cost greatly., especially for raw feeding diet. Good luck keeping the cost down asking breeders to raw feed your choice of puppy. Remember the point Mr Cabral raised in the video: It's not like breeders don't have other inquiries from different market. People from Asia, Africa, Oceania and other European countries... would still be happy to buy young puppies. Breeders (mostly small scale) would prefer to sell than taking risk holding onto a puppies until 6 month old. Accidents can happen to the puppies and the future owners, that can change the plan. Buyer can fall ill suddenly, and no longer want the dog. Or the puppy get into some sort of life changing incident. You can't force said buyer to just take this puppy then, nor you just take the deposit. Noone wants to take this risk, when there is a clear more convenient alternative (selling other market). Not many kennels are on big enough scale to carter to this new law. Most if not all of them that run on big scale meant to carter to the law enforcement, working, sport market, which meant more of kennel dogs settings. It allows them to lower their cost, yet the price for puppies, and green dogs alone are ever increasing. A puppy raising system for pet dogs to live with the family, likely cost more to implement.

Mostly does more good than harm the CDC - actually its the laws that make huge corporations in the pharmaceutical and medical device industries more powerful and CDC weaker that leads to catastrophic places from time to time,,,, that said I have no clue why they would even care about individual breeders bringing in puppies. The CDC looks at how drugs etc are developed - have more to do as far as I know with the pharmaceutical industry. I know they use a lot of dogs for research. I do not know whether they import puppies. I still do not understand the reason at this time for this change. I don't want to speculate further. But I don't know why the CDC would have jurisdiction over an individual dog owner purchaser in the first place. It goes against everything I understand about how medicine is run in this country.

The reason for this is because several rescue groups brought in dogs that were rabies positive and exposed several people to rabies in the last 5 years. The DOG form of rabies has been eradicated from the United States, but the other forms of rabies are here. It's not a "rights" issue when the major disease (rabies) is 100% fatal. It also takes time for the rabies vaccine to build protective antibodies. I don't like the law either, but I wouldn't want to risk bringing rabies in. I don't care how good a kennel looks on paper. They can lie about that. It's also very easy to tell the difference in a 3 month old dog vs a 6 month old dog - just look at the teeth.

Im Canadian we imported our female Malinios from the Republic of Kosovo. It was literally hell on wheels! We ended up waiting until she was 8 months old. Because we're honest, we declared that we wanted her for competition (IGP) ANY competition/breeding pup entering Canada MUST have a quarantine location that is inspected by the C.C vets, and they want it basically government style quarantine. They can basically throw your dog into quarantine for whatever and however long they see fit. Or return them to their country of origin. Wherever you purchase from has to be a current vet (3 month) checked breeder & have a pet passort (which is reasonable) OR Bring them in at 8 months. No quarantine location needed. Pet passport. Yes. OR If you bring them in as a "pet" basically you can bring them in at 8 weeks of age with a pet transporter. A pet transporter is mandatory to bring in ALL puppies/dogs to Canada. You also have to watch which countries that your dog is going to be flying over. The U.K didn't want us switching planes/flying over their country. Kosovo is a rabies free country according to U.S & Canada. Not thre U.K. though, even though there hasnt been a case of rabies in 40 some years. Needless to say, after a roller-coaster ride, not being able to get her/able to bring her, a shit ton of money. We got her here. We picked her at 2 weeks old, pick of the litter female. ❤🎉🫶 BUT Be aware of the issues that you will have with a pup of that age, that has basically no training and has ran with a pack of other dogs. Malinios are smart, so she is overcoming those obstacles, but it takes WORK and lots of it.

The ignorance of this is stunning. It's not breeders filling shelters. Go after retail-rescue and puppy mills. THAT is where your shelter dogs are coming from. You don't get to dictate for others what dogs they can choose from or where they can get them just as nobody gets to dictate that to you. Wow.

This was actually started when Covid started and it only applies to high risk countries. Most European countries are not on the CDC list. It is only being extended to the same countries.

This rule also applies to dogs coming in from Canada which is also rabies free in domestic animals. We have been traveling to the US for years with our dogs without a problem. Now we have to have a CDC form filled out by a Vet 10 days before leaving which is good for 30 days. With the exam & cost to fill out the form it becomes expensive.

No. They bought green dogs (6month old up to under 2 years old), not puppies. The vendors to sell these green dogs would have puppy raising, and foundation training program. So they don't exactly care.

They do. The CDC has a list of 113 countries that this is extended to. It was a ban put on during Covid. For the 113 they are extending it further. European countries such as Germany and Belgium are not part of the ban. Unfortunately, Robert did not do his complete research on this issue before making his feelings known.

They're making it onerous to travel by car from Canada to the U.S. with your dog, so people will just not do it. Too bad, we enjoy dropping down into the states for a day trip (or longer) with our dog, have lunch somewhere, do some casual tourism... spend money. Now we'll do it less, if at all. Before we used to consider where we'd take that 3-7 day road trip.. maybe Vancouver Island or the Okanogan or down to the Oregon coast, something like that, but the thing is, we have options. If you put hurdles in front of us we'll obviously take the path of least resistance and spend our money there.

We're in the same boat. We live close to the US border and our veterinarian will often refer dogs to the specialty clinics in Spokane, WA or to the vet school in Pullman, WA. She won't be able to do this anymore if it's an emergency because of all the time-consuming paperwork involved to "import" a Canadian dog into the US. We also like to occasionally vacation south of the border and we'll have to think long and hard if we want to jump through all of the paperwork hoops the CDC has put in place for those of us in Canada and other rabies-free countries.

Maybe the best way around it is for American breeders to import sperm from Europe to use in their breeding dogs. My mom’s former work colleague here (Canada) used to breed standard poodles and she imported all her sperm and did it all artificially .

What is the likely hood of a 10 week old puppy having rabies? And we do not start vaccinating (for rabies) puppies until they are 6 months old anyway. The buyer of the puppy could be required to keep the puppy under quarantine at their kennel for the few weeks it takes to see if the pup shows symptoms of rabies. It does not take 6 months to know that. That is what is done if a dog is bitten or possible bitten by a rabid animal. The cdc sure hasn't been worried about importing people with communicable diseases.

It gets immunity from it’s Mom. I don’t know if it would work, but you can titer a dog for a rabies level. I have done it with my senior dogs as I don’t do rabies after 10 yo. I wonder if the titer would show the Mother transferred immunity.

@@1packatak I would think so. Humans can get titers done for immunities to diseases too. My daughter had a titer done to see if she was still immune to chicken pox. She did this in her early 30s to keep from having to get the vaccine.(That was required for her new job and carreer) She had chicken pox when she 3 years old, but there was no medical record proving that. So when she was required to show proof that she had chicken pox, she went and had a titer done. She still showed immunity 3o years later. This should always be done and quit vaccinating when it is not needed. Too much vaccinating goes on these days. And I believe causing a LOT of health issues. In humans and animals. There is truth to 'too much of a good thing is too much'.

@@KyleTheCorsoKid It's not that simple. Perhaps you're not familiar with breeding work? Outside of very few dog breeds created in the US, dogs have always been imported to the US. It takes trial and errors for ethical and good breeders to find compatible stud and bitch. You don't just breed any female nor male even if they come from good pedigree and papered. Good ethical breeders look out for and pick the right individuals from the lines. So in short, unless someone import hundred of these expensive dogs and raise them properly all by themselves, they would still rely on a network of other breeders. And those networks are stronger in Europe for dogs that originated there. Even a working class person may have a quality stud/bitch. Whereas in the US, it takes a small fortune to own similar quality stud/bitch. When people invest more money, of course they at least want to get their return.

All dogs are equal is simply educatedly wrong. Also the saying that people are equal meant to be said about basic right. Not on talent level, such as not everyone should have access to specialist education talent because they want without prove their talent. Why would someone who have no talent in music getting to study program funded by art tax just because they want? Back to dogs. A breed have been heavily selective bred, and developed to be how they are. They're already very different. Even for just beauty contest, non protection dogs, there are categories such as herding breed, spitz, hunting, retrieving... More advance, you have to prove that Border Collie can work as police dog as good as Malinois, German Shepherd and their mix, to at least be considered worthy of debate. Yes Malinois and German Shepherd came from herding ancestors, but certain individuals that meet requirement and pass breed test were selected out and bred to improve to become what they are. The herding ancestors of these two breed in this example are landrace dogs (look it up if you don't understand what landrace dogs are). There were huge naturally selected genes to develop from. Whereas the only landrace dog in the US is Carolina dog, and they're not well suited for any work, all US geographical climate and living situation alone. There is little to build them up before develop some distinctive breed with beneficial working trait out of them. The genetic diversity within breeds for purebred dogs in the US alone are not strong enough for American people to maintain a healthy, strong enough lines to stay well of import. And some breeds have different bonding, socialization requirement for different growth stage. Some take longer to bond if not start the bonding process before the fear periods. Money is also a thing. A trainer owner can train their puppies and save that expense. Why would that person have to pay for training expense for the same dog because of a silly law? You can't expect a breeder to spend all their time training each puppy individually and not asking you to pay the expense, ain't you? Are you aware that even an untrained green dog (with working potential) are getting into $10k plus region and less well funded police department still bite their lips to get them. The well trained, tested working dog would cost a small fortune. Law enforcement are the type that usually get dog finish teething phase. The same dog when acquired as puppy would be significantly less expensive. Police dog can be a mix which means not good breeding prospect with attached expense for breeding right. Imagine how much stellar papered 6 month dog with all the extra quality required care and training coming from great pedigree. In short, each breeds have their own demands. How is that equality in any shape or form? Can't treat a border collie, like a Great Pyrenese. Just treat them generically as dog is actually abuse.

You’ll find the dog that suits your needs whether you do obedience agility personal protection or just a good, happy, healthy pet. You’ll find it. And it will have all the qualities that it was Bread to do just didn’t fit in in that home and crying to find its perfect home.

As I pointed out before, show me a Border Collie that can do apprehension police work just as well as Malinois or German Shepherd. Anyone experienced enough know the reason is that Border Collie is not only physically incompatible but mentally incompatible since they're bred to be extreme sound sensitive. Stop and projecting. Yes shelter is not good a place for dogs to live, but dogs don't have the same perception as human. They don't dream of a ideal home in their mind, and crying. We love dog because they follow their master through thick and thin. Finding a good match between a dog and the master is uttermost important. However, the master would have specific expectation for their future dogs. That specific expectation means inequality. Some expectation is lower standard, and that person may find such dogs in shelters. For high standard expectations, it would cost more in time to find a dog that meet such standard. For example: How do you guarantee a dog would be free of certain physical issue down the road when you have no pedigree to look at? Nobody can outtrain genetic. Let's agree to disagree. You have your ideal, but you don't have argument in this debate. I'm not here to change you, but to say what I did.

These countries often don’t have the same guidelines for animal health. Rabies is still problematic in these countries and it can’t always be assumed that the puppies will have antibodies since the mom may never have been vaccinated. There are also many more virus and bacteria that we don’t have a problem with in this country.

The Humane Society has a form to write to the CDC to oppose (on grounds that really do not address these issues) - not much but something (search "Oppose the CDC dog import rule!". I am also going to write to my legislators and ask them how the CDC can do an end run around them by setting a rule like this without oversight to ensure it actually is based on real risk when curtailing our freedoms.

Just found an article from 2022: "CDC Documents Reveal Dog Import Ban Isn’t Due to Rabies Increase" - The CDC ... “identified a significant increase compared with the previous two years in the number of imported dogs that were denied entry into the United States from high-risk countries.” In 2020, 458 out of the approximately one million dogs entering the United States were denied entry due to invalid, incomplete, or falsified paperwork. In 2019, 298 dogs were denied entry for the same reasons. This makes the increase from 2019 to 2020 a mere 160 additional dogs.

Robert, I hope you understand that folks like Chuck Grassley (R), spearheaded this bill. This is a quote from him ““Maintaining animal health is critical to our nation’s overall public health goals. It’s important that we work to stop the spread of diseases that can hurt both animals and humans,” Grassley said. “This commonsense proposal will leverage an existing program to ensure that all dogs entering the country are healthy and not at risk of spreading dangerous diseases.” So encouraging voting is great, but people have to look at more than just the party these people are attached to. I'm going to go out in a limb and guess your comment was intended to suggest Biden and the Dem’s did this, but Grassley is no Dem, that's for sure.

The CDC itself says you will not be able to import a puppy from Canada until it is six months old. It applies to all dogs entering from outside of the U.S. from any country.

Nope. Incorrect. NO county of origin as of aug 1 is ok if the pup is under 6 mo of age. No matter what country. You can not import a dog under 6 months as of aug. 1 …period.
