On the carby at the vacuum hose end there's a white nylon nipple. It's broken off. Do I need it?

can you give me some advice plz ? ...i have a 2 stroke victa identicle to the one you showed. ive completely cleaned the carby with carby cleaner and put the carby back together many times over. ive watched your video countless times to make sure im doing it right.so im 100% certain the carby is now fine , ive checked my fuel hoses and theyre fine . ive put a new plug on the kill swith wires , theyre in propperly . ive checked my decompressor as you showed in this video . its working perfectly . i cleaned it out with carby cleaner to make sure its not blocked even tho i could suck through it like you showed. i have a new spark plug in it .........i dont know what else to try , when i start it , it starts easily and will sometimes run for about 20 seconds or sometimes it will run for 5 minutes . but i cant seem to get it to rev and full revvs. ive even turned the pin in the back of the carby from A to C and still no change

why not just remove the decompresser and replace it with a bolt?
