People changed over time. What's so special about it?

You give the reponse yourself: "without being able to do anything about it". Indeed, she could do nothing about Britain's decline. The Monarch cannot make policy. Policy is made by political processes, and she cannot engage in a political process. It would be more reasonable to cite her tardy responses over, say, Aberfan or the death of Princess Diana. Her business then was to be the symbol behind which the whole of the people united in grief, and it took her too long to realise it. She did better with Lockerby and Grenfell Tower. Memorable? Be careful about what you wish for. The most memorable monarch in British history was probably Henry VIII, who was also its worst and most bloody-handed tyrant. George VI was possibly the best King the country ever had, for his stoic courage, his ascension above the disabilities caused by his horrible upbringing, and his real humanity. I know of only once he ever intervened in any action of the government - and that was to tell Churchill that if Churchill was going to sail for Normandy with the invasion fleet, then he, George VI, would also. That was enough to dissuade the PM - a feat that nobody else, not the War Cabinet, not the Joint Chiefs, could perform. It is possible - we will never know the details - that Churchill might have been gently urged out by Queen Elizabeth. It is possible, also, that her steady support for the old Commonwealth will be one factor that allows the English-speaking people to come closer to one another again. It is also the case, as her PMs from Wilson to Blair and beyond have attested, that there is only one regular meeting they attend where they can be absolutely certain that not a word, not a syllable, will ever leak, and that is their weekly audience with the Queen. They can therefore speak frankly and freely to her, in a way they cannot to even the closest of their colleagues. And they have said that she knows foreign Heads of State in a way that they do not. It is not a perfect record. Nor, as you say, is it strikingly memorable. But it is a record of solid worth. Elizabeth II deserves well of us. Let us hope that her heirs and successors do as well.
