I like the idea of asking each panel interviewer how they interact with HR or how you would interact with them.

I’ve started a job in where the small company didn’t have an HR person other than the business manager. After a month there I already feel burned out.

That's understandable. HR is a lot to handle for 1 person. Sometimes small businesses don't have the resources to support an HR role which makes it even more difficult.
