I just figured Impulse was the name they gave him due to copyrights (like how they couldn't use the name Superman). I also figured that's why he was Bart Allen instead of Barry. Later I learned that Impulse is an actual character, and their are multiple Flashes. That cleared up everything for me, especially why he wasn't a 6 foot bean pole.
