Ingredients :
1 litre milk
1 cup sugar
¾ cup water
2 cardamom pods
5 to 6 saffron strands
200g khova ( 150g for batter +50g for rabdi )
1½ cup warm milk
1 cup all purpose flour or maida
¼ cup sugar
½ tsp cardamom powder
Ghee or oil for frying
2 tbsp saffron milk
Chopped almonds, Pistachios and rose petals for garnishing
