North American signals are simpler and most signaling now is done with a mixture of Satellite and Radio signaling

@@74_pelicans I guess that's one reason, though that doesn't explain why double red exist. My best guess is that it is better to be safe than sorry considering that red is a powerful symbol for immediate danger. Perhaps the general rule of thumb is 'no green = no gain'. i.e. if you don't see a green light it means you have to stop moving (or stay in your spot if you haven't moved yet)

There's no need for a double green in this system. Each head represents a given speed (top for full line speed, bottom for slow speed) and any single head showing green would permit you to proceed at up to the speed that head governs. What would a double green even represent?

Yep, two greens would be a conflict with this system. It would mean 'clear line speed AND clear medium speed.' Two reds on the other hand isn't a conflict, because it's 'don't do either speed.'

@@Taitset I figured that the rule of thumb is that if you do not see a green, it means that you are not cleared to continue your journey. You are to stay where you are or prepare to stop.

@@VGF80 That's essentially correct, but the drivers know the system, so they don't really need to think about it like that.
