He defeated 12 assassins sent to kill him without fighting. He killed a monster just by looking at it and letting the monster hear the King Engine roar.

Flashy Flash should be 4th imo. He survived fighting Plat S and Monster Garou, two upper-dragon level monsters, even put up a decent fight for a while. I doubt Metal Knight / Bofoi could do that, although it's been a long time since he appeared so he may have gained new ultra high tech alien weapons or smth.

Here's how I'd rank them. I know I posted several times, but did do some rethinking. Also, I won't just factor physical capabitlies, but also special abilities as well as hidden weapons and power ups. Also judging characters based how strong they are at their peaks. 17) Tanktop Master (He is the leader of the tanktop army, a faction consisting of people opposite of Saitama. Their big muscles hide how they're all a bunch of punching bags. And their leader is the only one with the makings of a true hero. But in the end, he gets wrecked most consistently compared to every other S Class Hero) 16) Puri-Puri-Prisoner (He states to be the weakest, but his Angel technique does give him benefit against Dragon level threats) 15) Zombieman (Physically, he is below the other 2, but his healing factor and stamina more than make up for that. He regularly defeats foes the other two couldn't beat because his enemy wasted all their energy trying to destroy him for good) 14) Pig God (He could devourer Zombieman if he wanted to, and he overpowered Gums when Tanktop couldn't) 13) Drive Knight (He match Nyan and almost matched Jet Psykos; albiet that's her weakest form. And overpowered her as Promoted Rock though needed to merge with Genos to do that. But enough to land him here. He still scales from the 400 Megaton attack) 12) Child Emperor/Isamu (On his own, he is underpowered, but his gadgets more than make up for that. Especially Brave Giant. First on the list that gets into Megaton range in terms of power) 11) Watchdog Man (Effortlessly curb stomps various demon level threats and dragon level threats without even trying. And has yet to be even close to using his full power. He could be much higher for all we know, but this is a reasonable placeholder) 10) Superalloy Darkshine (First on the list to be in the hundreds of Megatons scaling. He matched Carnage Kabuto for 15 minutes and eventually overpowered him in a simulator. A foe that makes Vaccine Man look like a joke. And as the defender of the HA:HQ, it's fitting for him to start off the top 10) 9) Silver Fang/Bang (While physically weaker, he has better technique and faster. He matched a monster Garou before getting overpowered and while he considers himself below his brother, Bomb mentions him having potential) 8) Atomic Samurai/Kamikaze (I was going to put him a bit lower than Bang, but decided Sun Blade makes him above Bang as he can oneshot foes that otherwise gave the two aforementioned heroes a lot of trouble. And repel Homeless Emperor's strongest attack) 7) Flashy Flash (He is much faster than Bang. And the same Garou that overpowered Bang, he was able to blitz with ease and take hits from attacks that could otherwise oneshot Bang, Kamikaze, and Darkshine. And that's without his sword; if he still had Instakill, he'd be even stronger) 6) Metal Bat/Bad (First of the two controversial picks, he starts out much weaker, but Fighting Spirit makes him essentially the Incredible Hulk of the team. The more he gets pumped up, the stronger he gets. He eventually got so strong he matched Sage Centipede, a best that makes Elder Centipede look puny. And Elder Centipede gave the combined might of Bang and Bomb a lot of trouble. Sage can wreck entire continents) 5) Demon Cyborg/Genos (He is a glass cannon, but after numerous upgrades, he now has a secret weapon that can repel Psykorochi's strongest attack and save Tatsumaki. This puts him at Multi-Continent level 4) Metal Knight/Bofoi (While too much unknown and his drones should be above Drive Knight, physically stronger than Genos and roughly comparable to Brave Giant. But he has a lot of them and they can combine their powers. Also has likely some secret weapons that he could be making using parts from Boros' ship among other things. Could likely build a secret weapons that outdoes Genos' strongest attack; the True Spiral Incineration Cannon) 3) Tornado of Terror/Tatsumaki (Matched Psykorochi albiet with high difficulty and also solo'd Boros' ship. And is capable of powers far greater than anyone mentioned thus far) 2) Blast (Can punch giant holes in planets and stars, is a very powerful esper himself, and open portals to alternate dimensions. His speed also makes Flashy Flash look like a slug) 1) King (You think I'm going to play along with the old joke that he is truly the strongest or he is just a really strong gamer. But his physical strength is what we don't talk about. Now he is really powerful stand user. And his stands name is Saitama. And that needs no explanation for why he is the true strongest S class hero)
