You need 4 minions to freeze in that spot. If all turrets on map are up then it solely depends on where you want to freeze. If you are trying to freeze in the middle of lane (or create push towards you) you just need 1 minion. And the closer you get to your turret the more minions you need, up to 4. This all changes when some turrets fall down. Because when enemy turret falls down, your own minions will be stronger, and so you will need even more extra minions on enemy side to freeze. Similarly you can create a slowpush towards you if you "grab" the aggro of enemy minions before the ally and enemy minion waves clash together.
