Do air guard tacps get deployed with Army guard infantry or regular army infantry brigades/ divisions?

They do deploy with the active component.

why is it that on the website for Airforce TACP its considered special warfare but when you become a TACP you aren't considered a part of an sf group you just go to regular infantry? and you don't get nearly as much training as let's say a ranger or a green beret would in combat its only JTAC focused and i get it that's their job but shouldn't they be very skilled in all areas of combat? at the highest lvl or they do have the chance to become proficient in all areas and it's that all on the operator?

I believe they are ASOS. They are still in a combat role in Air Force. Special Tactics TACP is part of AFAOC. That requires years of dedication as a TACP, and you either have to be picked or try out to be a Special Tactics TACP. I served as a PJ for six years at 21st Special Tactics Squadron.
