To go Jaigaon, you could take Train for Alipurduar/Hasimara not NGP and take any local taxi that take 200-250 to drop you at Jaigaon WB Border (near Jayanti)... From there it's easy to get official entry to Bhutan. Even in Alipurduar also you can get Bhutanese money from any Branches of SBI or Central Bank with official documents. My sister's home is in Alipurduar and we use to go to both Alipurduar and Bhutan almost twice thrice in a year.
