The supercarlinbrothers have said that Dumbledore gave Lockhart the job because he wanted Harry to learn about fame and what it can do to you. He was also testing Harry to see if he was selfish and wanted to be famous. It was Dumbledores plan to figure out if Harry could fight Voldemort and to prepare him for the battle.

I think Dumbledore hired Lockhart because he probably saw potential. He definitely knew that Lockhart was a fraud, however like it's been shown before that Dumbledore gives people chances as he did with Trelawny. (Trelawny fakes her gift the majority of the time UNTIL she actually has a vision and has no recollection of it.) SO I think that Dumbledore thought it would be the same with Lockhart. He simply saw potential for Lockhart actually having learned from what he stole.
