Depreciate means something is going down can be in value or can be going down in general. So the dude who said that in the chat really wasn’t far off but he structured that sentence horribly

You've never heard the word depreciate Marrs? Sheeeeesh. "The value of the dollar is depreciating" Not sure if it is used correctly here but you can get what they mean if you use a couple more brain cells.
