The SMU-20 is a really good fuse high interrupting they can go up to 14,000A in the 15kV version and 12,500A in the 27kV version. A bit more spend than overhead cutouts but they do the job well on most circuits even with higher fault duty.

Vista gears are the way to go now, no primary exposed to the elements and the cables are on one side and the switches are on the other side.

what is the purpose of the suppressor besides dampening the explosion sound ? is it because material from the fuse expelling out at high velocity and force could cause damage to other components inside the cabinet ?

That is exactly right. Also suppresses the arc flash inside the cabinet.

How would you clean the silencer if the fuse was blown and can you use hot water and Dawn dish soap to clean it?

Can those be opened up with a hotstick from the other side of the cabinet?

No, you cannot operate from other side of cabinet. The other side is where the feeders are coming in to energize the cabinet.
