For our latest Real Scenes films, we journey to the Japanese capital to meet the DJs, promoters, campaigners and producers who have been affected by the Fueiho. We hear how a rapidly aging population and the negative public perception of nightclubs have meant that fighting for reform is just part of the problem. Despite these extraordinary challenges, Tokyo is home to passionate, dedicated dance music community, who have responded with campaign groups like Let's DANCE, and the establishment of small, underground music spaces. There is a collective understanding that if they want to affect change it will have to come from within.

For anyone looking for an update to this story, the Fueiho Law or 'no-dancing after midnight' law was dropped in 2016 allowing clubs in non-residential areas to operate after midnight under a specific licence and following certain regulations on lighting etc. I'm sure the club owners etc still have problems with the law and I'd love to see an update to this documentary about that, but its a step in the right direction for japanese night life!

just to leave an update: the tokyo techno scene is thriving rn since the borders opened again and most covid laws on clubbing were lifted. there are so many events to go to now

These series of docos need to have a followup. i.e the dancing ban was lifted in early 2015. It should focus on what changed and new stuff that rose since. All in all, pretty informative and different documentaries. thumbs up @Resident Advisor

風営法とか少子化とか、色々問題提起してるけど。今となってはそれらが些細な問題と思える程、COVID‑19 Virusによってクラブや夜の街が根こそぎ窮地に立たされてるよね。まさかこのドキュメンタリーを撮っている時はこんなことになるとは微塵も予想出来なかったろうな。

We're fighting to change people's perceptions about club scene & music in general. One of the things that I realized early on is that no matter what I may think or say, and no matter how many Japanese people are behind me n other foreigners that call Japan home, until japanese youth, and respected Japanese citizens fight for the same right to dance and club, nothing will change. It's up to you. You gotta fight for your right to party... for real though

Went to Tokyo before the lockdown and it was a good time. Hung out in a bunch of clubs in the Shinjuku ni-chome area. Good times with some good djs. the night didn’t end till first train at like 5 am.

Wow this is sad. I always hear music artists speak such good things about Tokyo. On the bucket-list to live there still though, but I hope they don't lose that creative and innovative scene they have. It's what pretty much attracts me to Tokyo

A feature of these real scenes films is highlighting what the respective scenes issues are, and not primarily on the composition, history and future in an informative sense as it were. Whilst I think this is great for those already interested, it doesn't really paint a picture for those that have very little knowledge of these scenes. Im not saying this is a bad thing though, on the contrary its what makes the real scenes feature stand out. That and brilliant production, and "esteemed" figures for interviews. Well done RA (and clockwise media) though on another engaging episode!

Just to clear things up: Fueiho has been changed in 2015. Under the new law, dance clubs equipped with lighting brighter than 10 lux will be able to apply for the new licence, called Tokutei Yukyo Inshokuten Eigyo, which allows them to open for 24 hours. If they don't serve alcohol, they don't even need this licence. And who drinks alcohol in a techno club? :D

Great documentary which really sets the tone for the scene in Tokyo; which is very much living in the shadows of club days past. Dommune is a very tiny location and is a good example of a lot of the smaller pop-up venues which close friends and associates put together, I also enjoyed 73ビル in Yokohama when it was around, but Tokyo really is not an open environment. There is a lot of uncertainty in Japan, in the doc there was general talk on 'the future' but not mentioned was the effects of Fukushima on people in Tokyo and how the atmosphere changed because of that. With Yoichi Masuzoe now in office things seem to keep getting more regressive and closed-up.. time to go underground and more to the outskirts of the area.

I don't know if anyone will read this, but... It's July 2017. How is the situation right now??? I'm flying to Tokyo next week and I had hopes of going to a House/Techno event! I follow Dommune, bringing the freshest music in live streams with the best international acts. By the way, brilliant video editing here... Beautiful and cinematic. For a 30min "documentary" so to speak, this is actually very complete and comprehensive. I'm surprised, yet not in a positive way. On the other hand, for those who are able to reach the Guestlist of these really private and very underground parties, it must amazing! Like someone said in the comments below, no bullshit, just a club with sweaty walls and people dancing focused on the music until 6am. Not bad!

i've been in tokyo several times in 2017 and 2018 and i think that the electronic music scene/dj scene is quite healthy. for such big city djs and promotors seem to be very well connected with each other and hang out a lot. parties are packed and fun and true, no bullshit just focus on great music till 6am. you even have some places where they play until 10am - check Trump club in Shibuya. Its not just clubs that are interesting but you have a lot of very beautiful jazz bars - check JBs bar in Shibuya. some cools clubs to check are Aoyama Oath and Vent club. Check also Lighthouse records in Shibuya or HMV

Such a great insight of Japan's Electronic music scene. I was already fond of Dj Nobu and Gonno, and the playlist is also a good way to introduce ourselves into it. Iori and Stereociti albums are just great. Do you guys have any advice about other Japanese Electronic/House/Deep House/Techno artists/playlist ??

This was a deep and touching episode. I would argue that wouldn't it be immoral of the governing bodies to prohibit self expression? It's as if they'd rather have mindless drones doing repetitive tasks even in the personal lives. This would simply lead to the dismantling of modern artistic culture as we know it.

A large part of this reading between the lines is the issue of legal use of cannabis in public. This is the law the Fuehi laws are shielding. If you can't even dance in public, you sure as hell aren't free. These huddled masses are yearning for it.

このシリーズ好きでいつも拝見させて頂いてます。 まさか東京を取り上げてくれるなんて思いもしなかったんで期待しましたが 風営法がどうたらこうたら、音楽の事に一切触れずに頭からつま先までひたすら風営法。 はっきり言って日本人の自分からするとつまらないです。 法律がテーマならテーマで良いけれども結局これからどうしたいのか?何をしたら良いのか?アーティストやオーディエンス達それぞれどんな方法があるのか?全く結論、答えが見えて来ませんでした もっと自分の知らない日本の音楽シーンが見えてくるのかと思いきや何も目新しい紹介も無い、アンダーグラウンドで頑張ってるDJの紹介も無い、これを見た人達が少しでも日本の音楽シーンに興味が湧く事も貢献する事も無いだろうし活性化する事も無いでしょうね

+ki hiro 同感ですわ ドなんとかにしても呼んでくるのは外タレとサブカル界隈の既に著名な人ばかりで正直観る気が起きない。(アンダーグラウンドって言いたいだけやん) 箱も若い人を呼び込みたいならまず入場料を見直すべきでは?招待割引枠を集めるためのDJ選定とか、(これについてはSsgsの人も問題視している)そんなことをするくらいなら。 リカルドが日本人ならって言うけど、それに近い人物が今後出てくる土壌があるようには思えないですね。

everywhere u go, people always say d same old things. regardless of what the topic even is. Surely nightclubs r merely d symptom of some larger problem then. Little wonder that "loud music and kinetic movement" has come 2 b used 2 drown out this inanity. Only reasonable thing to say is that this form of escapism (retreating into the senses) is not acceptable by the larger community. Perhaps due to being SO-CALLED overly self indulgent or hedonistic, and thus unsustainable. So that this alone has become cause for predatory groups 2 take advantage of these people who stray into them,. Picking them off one by one or locking them in, so that they are isolated from the larger community (along with their innate tendencies and behaviors), perhaps as some means to weed out unfavorable characteristics in the populace. Such as inability or unwillingness to delay gratification (at the core of surplus creation and building into the future). Although by this stage, such subcultures have come to play a critical role in the socio-economy, as a psychosocial release mechanism or pressure vent, and even more importantly, to keep the larger number at the base of the social pyramid, lest it topple over from being too top heavy if too many people were to rush to the top (which is already the case). What better way to dissipate energy in an unfocused way after all. But the even larger question to ask is, why we are building these power silos to begin with and what do we eventually plan to do with them? Some say that war is nothing but an orgasm, to dissipate energy when too much power has built up. It has no role in the creation process in technical terms, and thus may be a destructive force. Yet this penting-up or bottling effect is also merely a means by society to multiply its energy & spur social movement (by always needing something new to appease this dissatisfaction). So that based on this social model, the only true satisfaction we can ever hope to have is when we're dead. But only if we're "good", and that too only after we've finished paying for all the crimes we committed while we were alive. Although that may just be a mental device or abstract conception to manipulate physical action and human behavior. In fact, fear as a restraining force has always been far more favored than knowledge or information, because of the aforementioned problem with social structure. I.e. people falling (or being pushed!) from the middle or the top of the pyramid to provide a livelihood to the bottom feeders, lest they grow too dissatisfied themselves, and start heading upwards to threaten those on the higher levels! So that by this stage, such sacrificial offerings to the gods of lust, money and POWER are prerequisite to any society, and often times, these people who serve as statistics, are in fact produced for this purpose an no other. They can be called the SURPLUS POPULATION

I am usually fun of this series but maybe coz I am Japanese, I am not a fan of this video. Yes some people in the scene had tough times but Music in Tokyo or Japan still has a strong music market. Why not focusing or pick up the great record stores in Japan instead of talking about negatives ? Why not talk about some of legendary clubs like Yellow or maniac love and the history of Tokyo scene than just a Fueiho?

I think that's simply because this series is mainly focusing on what is undergoing behind the real scenes, which is sometimes a bit too difficult for outsiders to even notice. If you want to know about positives, Google 10 clubs to go in tokyo and then it's done, but when it comes to knowing this kind of dark side behind the scene, it won't work like that. Starting with what happened to Hachi in Aoyama, the situation is insidiously turning really bad these days. So I rather appreciate this work. I also wanna emphasize that there are tons of freaking good clubs parties DJs and producers in Tokyo though.

i hate how japan can be the most backwards country in certain areas. this isn't going to bode well for when Tokyo hosts the 2020 Olympics.
