In the exact same room Shanks was in with the Gorosei, Mihawk, Doffy, and Kuma sat with Sengoku and other admirals. Strong enough pirates being given certain audiences isn't new, but just a huge risk on their part, they're walking into enemy territory. I don't think that Shanks wants to be a Celestial Dragon. I do think that he might have that blood in him, but he's a Yonko. He wants to be on the sea, and I think he had enough pull to be able to parlay with the Gorosei. I don't think that automatically means he's working for them, just that he saw shit was getting unbalanced and was probably concerned for the fate of the world. If you want evidence of Shanks actually caring about innocent people, look at this fight with Kid. The only reason he launched such a devastating attack was because he used future sight and saw that Kids attack would hurt the people behind him. He's strong enough that he doesn't need to fight for fun or pride, at this point he just wants to be free.

If shanks really wanna hand luffy to the government he could have done it in wano and by the certain" pirate " he means Blackbeard
