I think Arthur's sounds like a clock because he has always known he's not going to live a full life. That's what he focuses on, the moment. But John's is different. He focuses on his future. Because he believes he has one.

personally i think it goes to show that john is filled with adrenaline during gunfights whilst Arthur is more concentrated

Maybe each deadeye is meant to represent how they die. Arthur’s is a ticking clock because his days are numbered as he dies from tuberculosis, a slower death. But John’s is a heartbeat, which might represent his sudden death, with adrenaline pumping through him as he knows he’s probably about to be shot.

Imagine both protagonist can be switch between who you want to play as.

John’s dead eye sounds like a heartbeat because he’s slowing down his breathing and heart rate. Where as Arthur his sounds like a clock because he is using his eyes to hyper fixate like he is racing time to land on his shots. That’s why they sound different.

I think Arthur's deadeye has more satisfying sound design, but it's equally as awesome that for John's they brought back the sound effects from the first game.
