We have learned that refraction occurs as light passes across the boundary between two media. Refraction is merely one of several possible boundary behaviors by which a light wave could behave when it encounters a new medium or an obstacle in its path.
Refraction is the bending of a wave when it enters a medium where its speed is different. The refraction of light when it passes from a fast medium to a slow medium bends the light ray toward the normal to the boundary between the two media.
The refraction occurs at the boundary and is caused by a change in the speed of the light wave upon crossing the boundary. The tendency of a ray of light to bend one direction or another is dependent upon whether the light wave speeds up or slows down upon crossing the boundary.
