she definitely is. remember how julie told flynn that dahlia is her mom's favorite flower in the finally free ep (6) when she wore her vest that came from a treasure chest that has a "rose & the petal pushers" orpheum ticket sticked to it (she told them in ep 1 that she's been in bands). and she introduced herself as rose to the band in the first episode. that explains why carrie and julie were friends. because carrie's dad is bobby, and julie's mom is rose. yes, two other girls got shirts but they didn't have the demo like julie's mom did.
