The problem is too much vegetation in the river. It needs to be removed. In spite of your great efforts, you just pushed the problem further down the river.

I agree and every plant, called water hyacinths , will get caught up and spread like wildfire becoming someone else's problem to deal with.

This is a very nasty plant combination. Seems like a lily pad with a vine and some kind of grass. You know it will be back if the roots are destroyed.
