Maybe I didn't fully understand this but at one point Google was putting around 80% of our budget to one product which was selling but had very low margin and was blowing out our budget. We had to remove that product and at the time, smart shopping started redistributing more evenly across higher margin items.

Check your ROAS of the campaign or any key metrics that you monitor for that specific campaign, if you are satisfied with the metrics then you can consider scaling the campaign by 10-15% of existing budget. However, if you see the campaign performance being average, then there's no point in scaling up despite the 'limited by budget' message [ Optimize the campaign -> achieve the KPI/ metrics you aimed -> Stabilize this Perf. -> Now scale the campaign ]
