In a way, Chaplains kind of are like commissars. It's just they have more tendency to use inspiration rather than intimidation because.... well they are space marines.

There is a rumor saying that it is Lorgar, but in the lore, Lorgar is constantly meditating somewhere and wants no one to interrupt him, so not a chance. In the end it seems to simply be a very high-ranked daemon prince who watched over Eliphas.
