It's simply a culture shock. We challenge the norm every day in the UK where as a lot of these tourists and asians come from countries where everything is so automatic, normal, mondane, robotic at times that nothing challenges the norm. Then when it does, they have no learned response or coping mechanism for it, it is usually brought with with little emotion or reaction because they feel invisible and invincible all at the same time. Like that nothing can touch them, they are always in the right and they can behave the "same" regardless of any rules, regulations or out right RESPECT. The last word being key.
