Busy traffic- driver noticed that car is moving forward so he is moving forward , believing its green light as car rolls on. Car realised its still red light.. Nothing unusual in herds, in traffic. It doesnt have to be phone blamed. Things happen people, dont judge harshly. Im not fun of those big monsterous personally as one tried to run me over in purpose while o was on my motorbike waiting for full green light. But not all people/drivers are the same. Remember that. I think the issue here is that the officer stopped RJ and then basically commanded RJ to move away. If you need to stop someone who hasn't done anything wrong and then you need them to move away, there is no need to assert dominance with commands but instead ask them politely to move on. Being polite makes regular citizens more cooperative and trusting.
