I actually live within mere blocks of this tunnel. The west portal is at the foot of Church Hill (named for St. John's Church, where Patrick Henry gave his famous "liberty or death" speech), and looks out onto Interstate 95 and downtown Richmond. The tunnel itself is completely flooded and runs under Church Hill, which is a major residential area, so the concerns about excavations opening up sinkholes are well-founded.

I've read about this tunnel. It's a crying shame the engine couldn't be recovered nor the bodies of several workers. Both of which are still inside today.

Katie Letchler Lisle's book, "Scalded to Death by the Steam' devotes a chapter to this tragedy, and includes a song commemorating it. Poor driver, poor trackmen who are still down there. Given the wet nature of the tunnel there may not be much of them left to find and rebury, so let them rest in peace.

There’s a book about the collapse of the church hill tunnel, which is a part of a wider series of books published about the City of Richmond and it’s many, many, _many_ oddities, tragedies, and historical landmarks. I managed to get a copy when visiting Saint John’s Episcopal Church (the church where Patrick Henry gave his “Liberty or Death” speech in 1775) up in the Church Hill neighborhood in Richmond. The west entrance of the tunnel just down the hill from Saint John’s. However, the eastern entrance is the side that’s left open for at least fifty yards (~50 meters), which is filled with water that runs down onto Williamsburg Road. The pillars that used to hold the railway bed that led to the tunnel are still there as well, though the bridge itself has long since been removed.

Used to live near this tunnel but never had the chance to visit

I hope that one day they change their minds on getting the locomotive and the workers inside of it. So, that they can at least restore or scrap the train and give the bodies or I should say skeletons of the workers a proper burial.
