He's one of the main bad guys of the next two seasons. He's a real psychopath. Shortly after this, Tara encounters a community called Oceanside that had rebelled against the Saviors and lost. As a result, the Saviors killed every male above the age of 10. As it turns out, Simon was responsible for that, not Negan. Negan was absolutely disgusted with that because he hates that kind of thing, hurting children and unnecessarily wiping people out. Negan later kills him himself.
