If I wanted to know , at 200 clock cycle what is the output how to find it?

Initially how Q1 becomes 1 while no clk is provided?

if the input clock frequency 20 ghz is applied to 7 bit ring counter then to 4 bit twister ring counter and its output to mod 12 synchronous counter and then to 7 bit ring counter . calculate the output frequency
