It makes them nonconcentric meaning one barrel will pattern off center.

Why is the ringing important?

Good question. If the barrels are not properly soldered they will not register correctly and the shot patterns will not be consistent when you fire them. So let's presume they are both full choke barrels, and should have the same pattern at the same range if they ring true. If they don't, one barrel may be high one shot the other low and then the next two shots be aligned while the third pair is opposite. Or utterly random.

They are dull sounding because of heat cycles that soften the metal. Easily fixed by heat treatment

I think he just explained that they are not all joined together as one. The solder joints have failed.
