In 1866 Earl Russell, the Liberal Prime Minister, introduced a Reform Bill that proposed to extend the vote to "respectable" working class men. This split the Liberal party, with a faction called the Adullamites, voting against the Bill with the Conservatives. Russell resigned and Benjamin Disraeli formed a new Conservative government. Disraeli's government then passed what ended up being the far more extensive Second Reform Act in 1867.
