Remmy was the main person she held feelings for, magneto was more a fling then anything else. At the end of the day management’s relationship with Rouge was over the physical contact. Gambit was everything else and by the end that meant far more to her than the physical contact magneto offered

She never stopped caring for Gambit, she just was never able to touch him which is why she went back to Magneto briefly. She has always struggled with the drawback of her powers, not allowing her to touch, feel, or be intimate with someone, which as you can imagine, would be incredibly painful/frustrating for you relationship-wise. Magneto represented a chance for her to experience what others take for granted, for her to feel another freely. Despite this, she did not love Magneto, at least, not in the way she loved Gambit, which was with her heart. She realizes this in episode 5, but then it is too late, making the whole episode that much more emotional, and in my opinion, better. The writing in this show so far is top notch, and as an avid X-Men fan, I could not be happier with it.

She didn't kiss Magneto until her and Remy broke up and Rogue was hoping that her ability as an empathetic leader would make her and Magneto good partners to lead Genosha into a future for mutants worth having. Even then it was one kiss and Rogue realized she needed more than what Magneto could give her.
