My school had banned the use of water bottles a while back so in the email I wrote to the principal I had actually mentioned this episode. People at my school so the exact same thing the people of Pawnee do and it’s disgusting. I like to think that my long email helped bring back the ability to use water bottles

One of the things I really enjoy about this clip is that it shows that Chris Traeger is one of the few people Ron Swanson actually has to behave in a quasi-professional way. It's not just because Traeger is the City Manager, but because Traeger has the balls to put Ron in his place. I mean Ben Wyatt was always Chris Traeger's deputy when they were state auditors and when Chris Traeger became City Manager; Ben was his second in command as Assistant City Manager. This meant that throughout the whole series - except when Ben wasn't working at city hall - Ben Wyatt was also Ron Swanson's boss, but Ron still treated him like Ben was one of his subordinates and Ben feared Ron Swanson. Say what you like about Chris Traeger, he may be nice most of time, but he's not afraid to crack the whip and remind people who was in charge (outside of the City Council and the Mayor), even the almighty Ron Swanson.

Chris is asking Ron why his department is so small, which seems odd to me since his initial job was to make budget cuts and eliminate personnel... Seem to recall him and Ben suggesting getting rid of Leslie's position at one point.

Getting rid of Leslie's position was part of budget cut when Chris was a budget auditor. He was later relocated back to Pawnee as a city manager (after Pawnee's Harvest Festival, which was a huge success and brought considerable profit for the goverment). As a city manager, part of his job was making sure each department can run smoothly and meet their objectives.

I find interesting the relationship between Ann and April, cause even though it seems like there's always a feud among them, the show makes clear they're both ready to have each others backs. April could've sabotagged the project lead by Ann, but instead she choose to help its completion. As for Ann she knew of April's capabilities and knew didn't wanted to see them go to waste.

April didn't help Ann, she helped the Parks' department. April and Donna were the only actual P&R employees who proposed nothing to help Ann with the project, they didn't care at all. Ann is simply saying the truth to Ron, it's not about helping April. Also, she's never trying to sabotage April, at best she'll do little things that will have no real incidences/consequences but will bother April a bit. April, on the other hand, enjoys annoying Ann and has tried to sabotage her several times. Ann doesn't hate nor have issues with April, quite the opposite: she always wishes she could bond with her. April is constantly rejecting her though.
