I play 144hz, when I go to tilted, my FPS drop to 80-110 more or less and it feels horrible, very noticeable and slow, but anything over 144hz should be perfectly playable with a 240hz monitor, like it shouldn't bother as much compared to my case.

I’m getting a zatoc 3050 for my i7 6th gen think it might be able to run games in 144hz maybe 60-120fps but I can’t see more then that due to the pcie processor it uses a 4.0x 8 and I’ve a 3.0 x16 drop a coming if you think it’ll work

You will feel that there's less input delay even when you have much higher fps than your display will show because of those 144 frames that are shown per second will be newer ones compared to a computer with lower fps. Your fps will also be higher at it's lows which means that 1% frames will be within 144 fps. So yeah it does make a difference in feel. There are usually some good deals at 240 hz monitors nowadays so you could hopefully buy one while upgrading your pc.

I would recommend building a pc because it's better in the long run (cheaper, better performance). If you for some reason don't want to build it yourself which is pretty easy to do I would recommend you to pick atleast the GPU and CPU that you want and ask a store to build a pc for you with those parts. I would not recommend to buy a prebuildt pc because they are much lower in quality and like a laptop you cannot upgrade it in the future because all parts of prebuilds will be need to be changed. This is because prebuildts uses the absolut cheapest parts like motherboard, PSU, case etc that will only be enough for the pc to work and not for future builds/upgrades to work. If you would build a pc I would look at R5 5600, R5 5600x, or R5 5600g. 5600 and 5600x performs about the same, only a 1 to 2 fps better at most for the 5600x so go with the cheapest of the two if you choose one of them. When it comes to motherboard I would go with a normal ATX B550 motherboard if you're on a budget. As someone who have the Phanteks P300 I would recommend the P300A for a budget build. The newer version is called P300A is the same as the non A version but has a little bit better airflow due to having more holes on the front panel. It's an easy case to build in IMO. If you want lower temps you could buy an extra case fan and put it in the front. You don't need to buy a CPU cooler since these CPUs already comes with ones and they are good enough if you are not planing to do overclocks.
