Runway Lights “Not Working” During Delta Airbus A330 Emergency Landing

At the end of February, a Delta Air Lines Airbus A330-200 was forced to make an emergency landing at Syracuse Hancock International Airport. The pilots chose to land on the airport’s longest runway even though its edge and center lights were shut off.

There's a 12,000ft runway at nearby Griffiss International Airport, although I don't know what the operating hours, the ARFFS capabilities, or the ground handling facilities are.

The difference between runway 28/10 (9,000) and 33/15 (7,500) is 1,500 feet and is manned 24/7. Griffith is manned from 0700 to 2300 hrs.

I can’t believe how often, “The runways lights were not working; the airport radar was down or the ILS glide slope was inoperative” occurs in incident reports. What the hell is wrong with airport management generally??
