The removal of two generals involved in procurement is the clue to the Shoigu conundrum. I can only conclude that the war is settling into a stable phase. This is the tume to effect big changes: remove corruption that was known but couldn't be removed earlier, streamline the economics of war into the rest of the economy and push Shoigu up to a higher strategic office. If anything, these moves tell us that the Russians are very confident in how the war is progressing and can shuffle chairs and upset budding fiefs. This feels very different to the runup to the Wagner standoff.
