Regarding your description of the French elections, if it's race between two candidates in a geographically defined district, then it makes sense that people wouldn't show up for the second round. In California, it's a complete waste of time to even vote for a candidate in a statewide election no matter which party you're for since everyone knows the democrat will win. I imagine with the agreement to withdraw their candidates in France, people knew there was no way LePen would win in certain districts, so they didn't bother to show up as it was a waste of time. There's no way 2 million people (from 9 million in the first round to 7 million in the second round) just suddenly don't support the New Popular Front in a seven day period. Local people usually know how their election system works.
