Entering the port to be docked probably requires one. Lots of ships have tugs tow them into port or out of port. Tow boats know the port. Strangers don't. No, the sub wasn't broken.

there was none of these country can detect this subs when it underwater. doesnt matter from Canada or US even Britain. there 2 subs that west cant detect when underwater Kazan and Severodvinsk.that why they both being call "silent killer" from West Navy Command. west can detected only 1 subs Yasen class from Russia it was Novosibirsk using special and expensive equipment..Now Russia launched new subs end of 2023 Yasen class Krasnoyarsk... so far no information from either side
