John, As a Florida resident I think Thousand Trails and other private campgrounds like KOA are over priced, not the other way around. Campground prices like rent is being controlled more and more by large corporations that are systematically buying out small private campgrounds and RV parks and raising the prices every quarter to keep the profits flowing in. Its not uncommon to see private campgrounds charging upwards of $100 to $200 a night and perhaps more. Add to that the the newer RV’er that seem to be higher wage earners driving and towing $100,000 to million dollar travel trailers and motorhomes. So $100 and above a night is nothing to them. Everything I mean everything is being catered to the wealthy unfortunately. When we were in our 20’s in late 1980’s we could stay in any state park for $8 a night. Now the average is $38 plus an additional $10-$20 entrance fee good for 7 days. Camping used to be such a clean healthy inexpensive way to vacation especially if you were somewhat low in the income spectrum but more and more I see 45’ monstrosity 5th wheels with 10 slide-outs and a semi for a tow vehicle. Motorhomes that don’t fit in a campsite any more because they are too long, so they stick out blocking the road. Its not uncommon to see a motorhome towing a pickup with a golf-cart on the bed and it too is towing a boat trailer. I guess its legal on Florida highways. 😂 sorry for the rant. I 100% agree, Joe! I don’t understand this concept of “warehousing” as FL state parks don’t allow transfer of sites. I hate that private RV parks are buying up vast tracts of land and turning them into parking lots for “busses”. -signed a 4th generation Floridian with many years of easy access camping (until the last few years).

I totally agree with your comments! I have lived and camped in Fl for 60 years! It was nice just to drive and camp without a reservation! I guess 23 million residents will do that ! Oh, I never ever go to RV parks !

I prefer the Southwest and refuse to pay those crazy prices in Florida. A yearly New Mexico State Park pass will cost you $240. Then you pay $4 a night for water/electric sites, $8 a night for full hookups, or free at any primitive sites. Depending on the park, it's either by reservation, first come first serve, or a combination of both. Nevada is the same, except all sites are first come first serve.

Florida has some work to do on our parks, but as a resident and native, I have to agree with you Joe. I prefer state parks over private ones who seem to cater to the wealthy. Florida residents deserve to be able to book out longer than none residents. Just like other states. We camp year around, whenever the mood hits us. Mostly in Florida but Georgia, NC and TN as well. Florida SP’s do not allow the transfer of reserved sites. It’s not all about money John.

Actually there is a bigger problem with the Florida State Park reservation system. That is the ability to have multiple simultaneous reservations at different parks and holding them until last minute once they determine which location fits their weekend travel schedule. This practice blocks others from getting reservations.

100% correct! This and the fact that campgrounds keep some site out of the reservation system. Colt Creek SP has 34 campsites and 3 are not bookable. Start by changing these two items and it would be much improved. Thanks for commenting!

@@JohnMarucci the parks keeping the sites out of the system do so for last minute walk-ins. Personally, I think it’s a great practice. Keep in mind not all who camp have access to mobile reservation websites.

​@@JohnMarucciNot sure how to fix that other than making a steep cancellation fee for cancellatioms within 8 hours of arrival without good reason. But then we woukd have a bunch of liars. 2nd have folks who cant get a reservatiom sign up for a notification service that contacts them once a canx occurs , which sounds Ike ghost booking.

As John probably knows, Michigan has tried to deal with this issue by making it more expensive to cancel the closer you get to your reservation. Depending on when you cancel it could cost you up to 40% of your original reservation. The other thing people do is book a few days ahead of when they actually want to use a campsite so they can get a jump on reservations, then cancel the days they don't want to use. This also can cost up to 40% of the non-used days when you modify the reservation later. I'm not sure how well it has worked, particularly on booking a few days ahead. Most people in this case feel it's worth the extra cost to get the campsite they want. All of this to say, people will find a way to game most any system.

I am so happy as a florida resident that as a resident we get a chance to be able to get 1st dibs on some of the best parks. Winter in Florida is the best time for Florida residents to camp because of the weather. The state listened to Florida residents so that we can get a chance yo enjoy our own state parks. Now they just need to make it painful monetarily for those who book sites and don't show up and do not cancel so those sites can be freed up. Too many empty sites because people don't show and don't cancel.

As a Florida resident who has not been able to get a reservation at a Florida state park this past winter, I say let's put the blame where it belongs and that is with those who book a site and cancel. Parks are deemed "full" when 1/3 of the sites are empty. This bill will have minimal effect as I still will be unable to book a site unless I book 11 months in advance.

I’ve seen the same thing. Can’t book a site but show up and see vacancies. Many parks also leave sites off the system. Colt Creek SP- 34 sites, 3 non-bookable. Thanks for sharing your perspective.

I know You drive into a campground and one third of the lots are empty but yet you cant stay there. Im a Fl. resident also. I am not staying at these new 100. dollar a night campground with all the amentities I do not want.

​By FL Statute 10 % of each park must be held for two reasons... In the event that a site is damaged or a user fails to vacate there is a standby site available for the incoming guest... If after all check in and out is complete then the site can be reserved for up to 14 days by a "walk up" customer....

On the surface it makes sense since state residents pay taxes. I would argue that tourism allows for no state income tax (much like Hawaii free health care). Beautiful warm places attract people like me who bring in revenue to the state that lower the tax burden for residents. I do think because FL is such a huge winter destination, there will be some adverse effects to the State Park revenues. Thanks for sharing your opinion!

@@JohnMarucci Considering I am having a large tourist destination being built just one mile down the road from me, I kinda get it in terms of Florida residents. We are all dreading its open even with it bringing money in for the area.

Makes sense. It seems like central Florida especially has so many more people than a few years ago. I totally understand why many residents want some curtailment of the influx. It’s tough for me to say goodbye to something I’ve enjoyed some much in the state parks. Thanks for sharing!

I’m no expert. Maybe limiting the length of stay would even things out. Northerners all want the 14 day max, then bounce from park to park all winter. Maybe a max amount of days in the system annually, to discourage “ living” in the parks instead of visiting.

I live in florida and find the problem lies with people who book multiple sites then pick the one they want leaving the rest empty and a loss for those who wish to book.

Great point Pam. The reservation system allows for this and ties up inventory. Also, parks hold back some sites out of the system. Change this and raise prices on out-of-state campers during the winter and it would open up huge inventory for locals and bring in more revenue. Thanks for taking the time to comment!

​@@JohnMarucci I've informed my state representative about raising revenues for park improvements simply by charging out of state residents a surcharge as I have to pay in many other states. Her response was to pass the buck.

That is all over, and some with huge rigs, will reserve two or three sites, and family and friends may come and go, but some just sit empty while they sit in their air conditioned units and park towed vehicles on the other lot. And without a clear refund and cancellation policy, many people will chalk it up to loss and it will sit empty.

As a FL resident, this makes me happy! Camping season in FL is during the months when all the snowbirds take up all the camping spots. This is long overdue!

Only if you are online 11 months in advance will you as a resident benefit. This is really favoring planners vs. non-planners.

I've seen in the past couple years that many non-Florida residents are increasingly booking multiple sites for the same dates because the cancel fees are so low. They just pick one of many reservations based on where they decide to be. Instead of alienating non Florida residents that "play by the rules", increase the cancel fees or just make a non-refundable policy. I'll be looking at NC, SC, GA, AZ, NM and TX next year. Florida has become way overcrowded as it is regardless of what camping policy they adopt due to the housing boom.

I don't think it will pan out they way it was sold to residents. It will still be hard to get space as the cancelation policy is too weak to prevent hoarding of sites.

I live in Florida and quite frankly am elated about this! We can hardly get in to our state parks due to the fact that many Canadians and out of state RV’er’s who book multiple sites for friends and family. Many of these sites never show up. I totally disagree with your take on this. We book sites for the maximum time as do many other people we know. We were the people that had to pay higher prices for our trip (in our own state that we pay taxes) because sites were always booked. It’s about time the roles get reversed, many of us enjoy our state parks just like you. As for FSP’s loosing revenue, we shall see and time will tell.

It happens in many states not just Fla. I agree though. Residents should get perks. MI campgrounds fill up just as fast. I didn’t even think about people reserving multiple sites. That needs to be addressed as well from reading the comments. That explains empty sites but being told their full. Aren’t they charged though? That could get costly!

@@peppermyntpatti144 , but it must not matter or people have money they won’t miss. We have to plan and budget, my husband is handicapped so we really enjoy our time away. We budgeted for retirement and planned a lot of travel, but didn’t plan on post pandemic prices and constantly increasing fuel costs. I know parks are expensive to maintain with fuel for equipment, but people who show up eat out, souvenir shop, use grocers and various shops. I know some places are very inflated in their prices knowing popular activities in their areas, and we try to plan to eat out, and see the area. A middle ground, even a less desirable site, would mean a lot to people just trying to visit.

What a lot of people don't understand about our (Florida) economy is that it is driven by tourism, not the people who come and stay for a few months. Tourists tend to come for a week or so, pay bed taxes and drop a ton of money at restaurants and local venues. While snowbirds account for an incremental increase, they're typically on fixed incomes and not spending anything close to what the tourists do.

As a Florida resident, I applauded this move particularly since I live in Miami and it's a 6-hour RV drive for me to camp out of state. I disagree that there would be any lost revenue and Campground host vacancies as the out of state Campers would fill any nights not booked a month later. It's just been frustrating never being able to book a place like Bahia Honda. I do understand your POV and think that some of the private campgrounds are overpriced.

The private sites were overpriced in the 90's, and didn't have the educational resources for learning about the environment. Used to take the kids every year, not to Disney, but to the state parks. They have pins from parks and archaeological sites across the country, due to completing tasks, "treasure hunts" and volunteer opportunities at so many of the parks we camped at. Now my daughter is continuing the tradition.

I got into camping last year here in Florida and agree that it is more than frustrating to not be able to book a site and then once you have get to the park and see all these empty spots. I like the idea of the price differential for in state verses out of state and increasing the price to cancel because it gives preference to Florida residents and puts a little bite into cancelling at the last minute or not showing up at all.

That’s a good idea Florida has on nonresidence booking campsites South Carolina needs to do that also especially at the beach campsites. Huntington Beach State Park as New Yorkers and people from Canada taking up about 50% of the park in January and February. Like he said about Florida we pay taxes in the state they don’t

I am so glad they created this FL bill. As a FL resident I have tried to book state parks and have never been able to rent one outside of Hanna Park in Jax. When people are renting so far in advance people from out of state take up all the bookings as they plan far in advance for big trips. Those of us who live here are not planning our local weekend getaway so far in advance. I still think this will be an issue for this very reason. But I think it's a good step in the right direction.

Plenty of other states reserve a percentage of their camp sites for last minute campers. Some states looked at usage, and determined that xx% of sites need to be reserved for residents to use. A benefit to a centralized booking system, is being able to call and find out which campsites have the accommodations needed, and then planning our trip around what is available at the time we go. There's no way to make everyone happy, but imposing fees for late cancellations/no shows (most states charge a minimum of 2 nights for sites not used, and also release the site to last minute campers if there's been no contact by 10 am the morning after scheduled check-in. Meaning state parks can get paid 2x for the same site, the 2nd night of the reservation, if a no-reservation/last minute drive up arrives), and centralized booking also prevents people from booking the same nights at multiple locations and changing their mind last minute/or telling them up front that they will have to pay for both locations even if they don't use both. Of course, TN, NC and the other states using the centralized booking system charge the full amount when the reservation is made, plus any out of state camper/access fees. Refunds are only made with narrow criteria, and aren't made for people who don't cancel 48 hours in advance. Some states have the ability to request notification when sites become available. Other states, like NM, only allow ~10% of their sites to be booked in advance, which people also complain about.

As a Florida native and resident, the main problem I see is that there are just way too many people coming to Florida during the winter months. The county I live in has a population explosion to the tune of over 60K+ snow birds during the winter. All the RV parks, state Parks and county parks are filled and packed so much that people are now setting up their RVs in friend's drive ways/yards out in the county. There are several RVs set up in neighbors yards on the street I live on and I see them else where throughout the county. Some get ticketed when the county inspector's notice when doing their drive by because it's against the county code to setup and live in an RV on property zoned as residential. Where allowed, you must get a permit and the land must be zoned for RVs. We have so many RV parks that I read the county is starting to deny permits for new RV parks in certain areas of the county. All in all, I figure there are just too many people looking for cheap spaces to stay during the winter months, not sure what the answer is but I can tell you I've tried several times to reserve a camp site at a FL state park only to find out they are full every weekend, and yes the price has gone up significantly over the years. The only alternative is dry camping in one of our national forest.

What you failed to say is that many other states are doing the same! That doesn't keep me from going visiting there....I expect their residents to have a little extra privileges.

I think that the difference is FL is warm in winter so the demand is much higher than other states during this time frame. Likely no issue booking FL in August for out of state folks! The same outcome with more revenue likely would occur if they raised prices on out-of-state folks during winter months. It would naturally lower demand allowing locals to book.

@@JohnMarucci Florida resident here. That used to be true. We could often book a couple night weekday site on short notice. The last two years even the hot summer months are booked solid.

As a Florida resident I feel this is a good move. If you want to snowbird in Florida without a property meaning you are not paying property tax in Florida and just want our cheaper state parks. Second problem is coming down the way where there will be penalties for not canceling when u don’t use your reservation.

No Property tax is used in the FL park system... It is all bed tax revenue collected by hotel and travel industry.

A better solution is to add more camp sites to these state parks, and maybe reserve a percentage for Florida residents.

Space is the issue. That and utilities in environmentally sensitive areas. Thirdly, more sites will RUIN the natural beauty of our lovely Florida State Parks. Too many sites there will effectively make them overcrowded, ugly KOAs.

They have zero incentive to add more sites. Several campgrounds could double space given the huge distances between sites. The philosophy is to preserve the natural experience, so those who win the lottery of getting a site can experience the real Florida. Michigan is exactly the opposite, 200 campsites in the space FL has 60. Season is shorter as well, so that plays into it, but the philosophy means less supply while the population of FL increases.

As a Florida resident, we have been very disappointed that we are unable to book any popular florida state parks. We tend to only go out on weekends, and mostly short trips, ( under 3 hr drive from home). Places like bahia honda, pennicamp, ft desoto, and many others we have been trying for years to get into any of those parks. During the winter months pretty much all camp grounds both public and private in the state are fully booked, and we are unable to camp at all. And many of our favorite campgrounds close in the summer. We also notice that even though we had great difficulty getting reservations up to almost a year in advance, once the day arrives and we finally get to go, we see half the park is empty, ( what’s up with that). We have a hectic schedule, and if we just want to go out for a weekend say planned a week or two in advance, we are unable to find anyplace with availability. Personally I feel the state should do more to make state and county owned florida camp sites available to florida residents. You are way off about your opinion about the subject and revenue. Florida state parks are paid for by the residents of florida, and if we can’t use them at all, ( which is the situation currently), us Florida residents will block funding for these parks, ( why pay for something you don’t have access to in your own state). This new law, ( 10 months vs 11 months) does absolutely nothing to solve the problem, and I feel is as dumb as it can get. Because we can’t get into any state campgrounds at all, we pretty much only can stay in private campgrounds 90% of the time, ( if we can get in at all). So why in the world are Florida residents funding all these campgrounds that we cannot use. Just my opinion as a Florida resident.

I have lived in florida since 1981. Lately, every rv park is booked all year around. I was told 75 percent of those early bookings were from out of state, and canada also.

I see a lot of vacancies even at times in winter, even though the booking system shows things are full. There is a low cost to cancel so people hold onto bookings, then cancel last minute.

Here’s the thing…if out of state campers are multi booking state parks thereby leaving residents unable to get reservations how do we know that out of staters aren’t “warehousing” their double bookings? Also, the chart you showed comparing out of state reservations versus state resident reservations makes the exact argument for why we needed to pass HB109. State residents can’t get the reservations to out number out of state reservations because the out of staters have all the reservations. Raising the price for out of staters doesn’t address the lack of campsite availability for residents. If you’re willing to pay more for a reservation I’m sure a lot of people are. So we are still left with “you all”getting the reservations before us. There are a lot of retired people living here year round who would love to camp in the Fall and Winter but can’t because all the campsites are reserved by out of staters. Perhaps now we will be able to get to experience some of our beautiful state parks that as you pointed out we pay for with our taxes. We’d love for you to continue visiting our beautiful state. Perhaps you’d enjoy one of the many privately owned RV parks.

I don't think we can conclude that out-of-state campers are booking multiple sites without real data from the state, which they don't provide. The chart (which is based on real State data) shows out-of-state campers book early. Now residents who book early will be the winners and will be invented to book multiple reservations. Higher prices for out-of-state campers in winter would quell demand and raise revenue. Besides residents who plan out 11 months in advance, there are no winners from the bill.

As a Florida resident who has been trying for 6 years to get a peak 'winter-time' (January thru March) reservation at a state park in the Keys without success, I am hopeful that maybe, just maybe, I may now be able to secure one or two of those spots. When I go to the Keys, I like spend a minimum of a month. This has been very, very expensive at privately owned RV parks such as Sunshine Key or Fiesta Key. Even though those parks are super nice, it would be great to be able to enjoy the state parks at a much discounted rate.

Maybe I'm missing something, but don't reservations need to be booked with a name and cc#? If so how does a third party resale it for profit? Who ever reserved it should have the same name as the person camping. And i totally disagree about raising the price. The rich have other opportunities, state and national parks are partially funded by taxes and should be available to the lower income as well.

It's only 30 days lol. This is needed because many out of state residents book several parks or sites and only stay in one site. This is needed, residents of a specific state should get first dibs on their own parks. It's very simple. And it's only 30 days difference. If it's not difficult to book now then it won't be difficult to book after the law. But that's not the case. But i do agree with you... There should be no multiple reservations allowed and this would help. But 30 days delay for out of states is not a big deal.

I think the 30-day difference will close the door to getting any length of time at a campground, as weekends will be taken up early. So for people like me, I won't be able to plan. It is basically closing the door to longer-term travel using State Parks.

So now it will be mainly Florida residents who book several parks or sites and only stay in one site. This bill does nothing to stop that practice. And "only 30 days"? Are you joking? Campsites in desirable coastal areas in Florida are booked solid within less than a minute of the opening day for reservations. This effectively eliminates out-of-state bookings at those parks except for the few scraps, a day here and there, left over after the first month of booking. Not worth it for most of us. I know, FL residents despise Snowbirds, and now you can finally be happy. Good luck.

As a Virginian, I'm glad we enjoyed camping in Florida State Parks for the last few years. It was fun going there for 3 - 6 weeks over the winter months. We never stayed in one park more than a few nights though as I was never successful in getting the reservations 11 months out anyway. This "Stay Out" legislation just ended our Florida travels. It's been clear on social media for years that Floridians in general and campers in particular despise out-of-state Snowbirds. I am certain Floridia campers will be thrilled now that we're not there anymore. Not a problem. There are plenty of other places that will welcome us. That's why we have a motorhome - wheels are a wonderful thing!

John - tourist revenue is a blessing and a curse. As Joe above said many out of state folks come with their massive RV, too big for sites, hauling golf carts and boats. I live in Pinellas County and have early access to Ft DeSoto. It’s not one of my favorites but it’s always booked solid during the cool months. The access advantage hasn’t hurt bookings or revenue. Prices to camp there have doubled over the last couple of years. I think your idea to make non-residents pay substantially more, alongside early access for residents, would be great!

I think "despise" is too strong of a word. We love meeting people from out of state. However, as a tax paying resident, when you can't even get a campsite because of the overwhelming number of visitors, you realize something need to be done to make the system more fair.

I think you may still be disappointed even after out-of-state folks are blocked out, unless you book 11 months in advance. Not sure why FL does 11 months vs 6 months most states do. Favors long-term planners. All the best!

I have lived in Florida for 60 yrs. For the last 45 yrs, I have had a lot of trouble trying to camp in the Winter (when the weather is nice) This is b/c the yankees are filling them up. It is about time that us Floridians have at least a small chance of getting campground sites in State Parks. I used to go to Fort Desoto park in St Pete. Great Park.

The pandemic craziness has made this all over. Throughout the Midwest, private companies have come in and pushed prices up, the state parks crowded but with only on line cancellations few become available. But I see change coming, lots who jumped on the bandwagon during COVID restrictions realized camping is a lot of work, and maintaining the unit essential, and insurance on a financed unit not cheap.

florida resident here. a large portion of out of state rv ers i wouldnt consider "visitors". they are "temporary residents" living here half the year paying zero property taxes but enjoying all the resources. essentially living at tax payer subsidized trailer parks / campgrounds i think a 2 week stay max at any state facility would be awesome. and it would be really nice if i could plan a weekend getaway to Bahia Honda State Park when i finally get a break from life. Planing 11 months out is nearly Impossible to manage for a working Florida resident. We literally have to drive out of state to get in a weekend camp trip in any more. We live and work here we are not on vacation. oh and when we travel out of state we never act like the state we visit owes us something or we own it. we are "visitors". The reason this bill passed unanimously is because....... well locals have been getting screwed and we are fed up and elected officials lose kush jobs when they dont do right by the locals. so come on down visit and enjoy then either leave or start paying your share to our beautiful state. oh yea plan on it getting harder this is just the beginning. Maybe ill be able to get my camping trip in one day in the keys like we used to. Stay in a private park you can stay as long as u want.

Unfortunately, the bill solves nothing of your frustrations. It favors residents who plan far in advance only. You will still need to book at 11 months to get any space, especially at popular parks. The problem is the SP system has no incentive to increase campsites even though FL population has grown fast.

I support giving state residents first oppprtunity to reserve campgrounds. That does not influence where we travel. We last stayed in FL near Destin 2 years ago, and it was not a positive experience overall. Only one business we visited--a veterinary clinic--was genuinely friendly, welcoming, and provided stellar care for us and our dog. Between the overall negativity we experienced and FL's current political climate, what FL has left to offer is not enough to bring us back.

As a Florida resident I can understand the frustration of not being to get a camping spot in many of the Florida state parks from December to April especially in the keys. I did catch a cancellation for a couple days and what I found to be fact is that 3 vehicles out of 43 spots had florida plates. I know snowbirds hate living in their states during the winter, but something had to change. If there was a 50/50 or 60/40 mix of residents to non residents it would be different, but when it’s 90-98% out of state that’s a problem. I wouldn’t blame other states for favoring the residents.

Not sure why Florida goes with an 11 month lead time vs 6 months of most other states. It greatly favors planners vs. non-planners. Hello. As a Florida resident, I think youll see that you are wrong. Many county parks in Florida already offer county residents a one month advance window, such as Fort Desoto Park. Try getting a spot there. It is constantly FULL. But this allows the people who pay taxes in Pinellas county a chance to use the campground. The reason the blue line on your graph is higher in winter months is because the sites get gobbled up by out of staters before residents can book. It is a constant competition. The reason that line flips in summer is because the demand from out of staters goes down and we actually stand a chance to book something. Yet even in those summer months, most campgrounds are consistently FULL. I think you'll see no difference in saturation and that means no difference in revenue. And if I'm wrong? Oh well, at least maybe I'll finally get a chance to camp in the Florida Keys one winter! 😉

Michelle, I appreciate you engaging in the debate on this topic. I do think in winter months you will see more cancellations from in-state residents vs out-of-state campers. So, if I am right, saturation may look the same until actual stays are looked at. I stayed at Rainbow Springs SP last December and had several nights below freezing. I stayed and didn't cancel because I am far away from home. Locals likely just cancel. Same for bad weather forecasts like heavy rain events. My guess is there will be a winter hit to revenue, but maybe not a huge hit. There is a big systematic issue with being able to double book sites as well that leads to nothing showing available. I would love to hear back from residents after January 1 to find out if they are getting what was promised - to have bookable space without out-of-state competition. Thanks again!

Seems fair for Florida residents to get first pick. There taxes pay for the parks. I live in Iowa. Our closest state park is Lewis and Clark state park. It’s alway full of Nebraska and South Dakota residents. It’s frustrating that we as the tax payers that pay for the parks can’t get sites.

I think they should look to the hotel industry for some ideas... like Discounts for "Non-refundable" rates and/or sliding scale cancellation fees (cancel 6 months in advance $X, 3 months $Y, 30 days $Z). I see in many states where people just book lots of sites and cancel with a minimal cancellation fee ($25) at the last minute. Leaving empty sites that are lost revenue.

John... I applaud your attempt to use the resale of sites as the reason for this bill and what you think is going to happen. First you cannot "RE-SELL A RESERVATION" and if you do and get caught you will be banned for life from ever making a reservation again. I don't know of any Florida resident that would risk this. Cancelling and rebooking the site must be done either online or via phone and cannot be transferred to another party directly. I am a Florida resident and have been for many years and I for one am happy they have finally taken the ability of snowbirds away to live in our state parks for the winter... I think you have proffered another great idea... raise the rates for out of state residents too! The free market of commercial RV resorts will profit, the revenue for taxes will continue and we get to enjoy our state parks. WIN WIN WIN not Lose Lose Lose... EVERY OTHER STATE IN THE USA DOES THIS! When I go to Ohio to visit family I have to deal with the same issue... I can not book a reservation at a state or county park until the Ohio residents have had the opportunity to book them... GA TN and so on.... Stop Crying!

The reselling of sites was what the legislature used as a reason to forward the bill. Third parties book sites and set up RVs for customers who then enter the park and use the RV rented. I saw this happen this past winter at Lake Louisa. Not every other state does what FL is doing. A few others have higher rates for non-residents. I'm researching this and have yet to find a state that has a difference in booking windows for residents vs non-residents (state parks, not county parks). I hold to my original analysis that it is a short-term loss for snowbirds and a longer term loss of revenue for the State Parks. Other than FL residence who plan out 11 months in advance, it does nothing for other FL residents. I still think it was a short-sighted decision by the FL legislature (both parties), but FL resident long-term planners will be elated come January 2024. @@JohnMarucci I apologize for the gap in responding to your assessment of the situation… first, the sponsors of the legislation never said the purpose of this change was to curb resale of reservations… the media has run with that since one person said it. Anyone that reads the rules and has booked reservations knows this is not really possible on a massive scale. Where you speak of your experience at Lake Louisa did you go to the ranger and ask them who made the reservation and then verify the occupant was the same? Likely they would not tell you as that would violate confidentiality! Here is how these companies which rent an RV do it… if you don’t believe me call a few and ask them… the rental company DOES NOT make the reservation. Which makes sense… they do not want to get caught, they can only reserve 14 days at a time and a total of 56 days at any one park and reserving multiple sites for the same time and park is almost impossible to do. If a client wants to rent the RV and go to a state park the rental company requires them to make the reservation. Once the reservation at the state park is complete the rental company then reserves the appropriate RV for the client. I agree this legislation is not going to do much for the Florida residents that can’t plan for their outing 11 months out. I believe this is the primary reason there are sooooooo many sites that get reserved and go unoccupied… we are not going to get the state to do anything about this as they get the revenue… jacking up the cancellation fees might stop some of the last minute cancels but not going to solve the problem. BOTTOM LINE RESELLING IS NOT THE PROBLEM BECAUSE IT IS NOT HAPPENING ENOUGH TO MAKE A DIFFERENCE… the new law will also make it easier for the parks to catch these violators.

As a South Carolina resident, I've been camping the Florida SP system for about 3 years and undoubtedly my one month stay in April 2024 may unfortunately be my last. I'm in the same boat. After many years of enjoying Florida State Parks, I think we have in essence been locked out. Private campgrounds are an option, but there is very limited supply for the winter demand, so prices will go up. The entire thing would be solved by raising prices on out-of-state campers, but unfortunately the current bill is putting a pad lock on the state parks for people like us. More astonishing are the reaction from residents in these comments, some real vitriol, which truly justify the title of the video.

With all of the out of state campers as your date shows, I have given up camping from December until April. Perhaps now we residents will once again be able to plan a Florida camping trip during the winter. There are still other problems with the no shows, but this is a good start in solving our camping dilemma. I understand the feelings of out of staters concerning this issue since one of our favorite parks is a county park that has a similar one-month advantage for county residents. As such we have a very difficult time booking at that park. However, I feel it is fair.

The real problem is the 3rd party booking that are not restricted to one site! The other issue is out of state who book 2 weeks under one name, another 2 weeks in the spouse name, and a 3rd two weeks under a 3rd name. I have seen this at Wekiwa!

I am a Florida resident and find it very difficult to book a campsite at a state park. I recently visited a state park that was sold out and about 50% of the sites were empty. I feel that is because of the cost that people book a long time in advance and change plans but never release their reservation because it was inexpensive. Who are these 3rd party agents that hog up all of the campsites? I wish you had brought that up to our legislature. I agree with your opinion. I wish Florida would somehow release those unused sites for us locals.

The cancellation issue is a big problem and solving it would help greatly toward solving this issue. The bill doesn't address this, so plan on this still being an issue even after you are no longer competing for sites with out-of-state campers. You can also overlap bookings and therefore hold multiple sites at once in reserve - this is also a huge issue. Thanks for sharing all the best!

@@JohnMarucci Perhaps one way of dealing with no-shows or those who cancel at the last minute is to impose a penalty on those who abuse the system. Perhaps after x number of no-shows or last minute cancellations you lose your in-state privileges for a year.

John, Excellent video! Your conclusions make sense. I winter at Florida S.P. system (Michigan also) and book for the following winter while I'm down there. So many times I've had a site picked out and tried to book 11 months to the second, and still lost out. My son and family live in Orlando. Think I'll look into requirements for a Florida driver's licence using his address. If I have to give up my Michigan licence-so be it.

As a florida resident I'll chime in. I notice there is definitely people who resell sites. Especially on poplar state parks as bahia honda one solution to that is ID the person when checking in. Charge for a modification on the account if you want to put a different occupant name. Not only will this deter reselling and also flag people who constantly modify reservations which will make it obvious they're resellers. Second charging more for out of state campers will not help alleviate the problem with booking popular sites. Seeing how florida cost of living is a lot lower than Canadians or California or NY. They will definitely not have a problem paying twice the going rate. Which all it will do is create more revenue for the state. Third this bill will not deter anyone from out of state from staying or booking in florida. I can look now and there's plenty of sites in less desirable state parks. Even in Peak season. Sorry you'll have a hard time staying in bahia honda or curry Hammock Any of the keys for the matter but hey that's what this bill is for to help the residents be able to book the prime locations. Me as a florida resident I don't care for certain state parks. There will be plenty of availability for out of state campers in those locations. As for let's say bahia honda state park there will never be a shortage of people wanting to book there. So definitely won't be any loss of revenue. I personally think the bill is perfect. And doesn't put any of state campers at a disadvantage. It will still be affordable and fair for everyone.

Thousand Trails has a 1 year camping pass for about $500, even if you use for just one 14 night stay that is just 38 a night, plan two 14 day stays and you are below 20 a night, I think that is a pretty good deal, and that Claremont site is pretty nice

We met a couple of guys in Georgia who were Florida residents - they said they can't find sites if they randomly get a weekend off and they end up going to Georgia. I don't have a problem with FL residents to have an edge to get a site, but I seriously don't know where I want to be 10 or 11 months from now. We did get as far S as a friend's house a bit S of Miami this year. We did do a few FL State Parks (Lake Louisa was a one night stop - thought it was average), but actually enjoyed the COE park (Ortona Lock) a lot more. I did like Topsail Hill Preserve's beach though!

Topsail is a nice park for sure. I do think anytime people can't get into campgrounds, it means too much demand given supply, which says pricing is too low. This is overwhelmingly evident in FL in winters. As another person commented, this should open the door for Harvest Host and Boondockers Welcome to bring in more supply of campsites.

Raising prices is the last option that should be considered. I'm a florida resident, 100% of the problem is no-shows. If you reserve a site and never check in, and also don't call to cancel it, you should be disallowed from making further reservations for some period of time. That's the problem with booking so far out. People forget, plans change, things come up. You literally HAVE to book a site 11 months in advance in order to get one, and then a year later you aren't able to make the trip. But you paid for the site a year ago, so that money is pretty meaningless.

I like the idea of punishing no-shows. I think charging more for non-residents is a good idea. The 11-month window for residents will favor planners and those who book multiple sites to only choose later and cancel what they don't want. The core issues just weren't addressed in the bill, so expect more frustration from residents after 2024. Really the underfunded SP system means no incentive to add campsites, so you'll always have more demand than supply.

You make a lot of good points about the FL state park system. You may be correct about the price differential for in state and out of state. I have been volunteering at FL state parks for 8 years now over the winter season and have constantly heard from FL residents about the inability to book sites. I have also witnessed rangers cracking down on multiple sites booked by the same person but at check in different names checking in. From what I have heard at popular parks like the Keys, sites pop up available on the internet for highly inflated prices. Groups such as families group together and go on line with multiple computers and book as many sites as they can when they open up and resell them. There is definitely a secondary market for prime season and sites in the Florida parks.

That "re-selling" of sites can be stopped by requiring the name on the reservation to be camping at the site. Most places we camp, we have to show ID to register, and the Ranger will regularly drive by to make sure the person who registered (who matched the reservation with their ID) is the primary person at the campsite. We camp when we visit my parents, and the Ranger stopped at our site to ensure my dad, who had brought us lunch, would not be staying, because his car and ID didn't match any of the names (myself, spouse and kids) on the reservation.

Finally as a lifelong Florida resident I hopefully will be able to get a state park reservation!! Right now it’s damn near impossible to get one as every northerner is camping in Florida! Now maybe I’ll be camping at MY state parks again and the rest of you can stay at the “other” parks around Florida like the koas and others! Sorry no sympathy for the Yankees ( anyone other than Floridians) The real reason is for Floridians to get first shot at the campsites. Can’t tell you how many times we tried to reserve and couldn’t get a spot! Northerners seem to have no problem throwing money at anything they want and we’re tired of taking the back seat in our own state Thank you Florida senate and governor! I really don’t think you understand how many of us Florida residents actually want to camp in our state parks year round! You know I hear Nevada is nice, go there!

I think like others have said that the fact it was backed by the RV association shows it was a play to increase the demand / price at private campgrounds. I think a better solution is to hold back more 'walk up' sites - and let Florida residents call to reserve them. I think that is what most of the Florida residents want is to be able to reserve them without having to book 11 months out..

I am sorry to hear that you will now have a difficult time (maybe) booking a state park site during the winter months. But the new law does not exclude out of state campers, we as residents now have an opportunity to book first. If those sites are available after the "month" grace period we get, they are now available to all. As per your statement "state parks will lose revenue during the winter months" as residents do not rent during those months (your graph), well, that’s because they are never available for us due to the fact, they are all taken (gobbled up) by out of state snowbirds for 5 months. It is not Florida's residents’ fault that people in the North want to escape the freezing cold, but we also enjoy our winters to camp so we do not need to use our AC or sweat our nards off when stepping out of our trailers. We'll see how it plays out. I think people who are farther away likely are stickier and less likely to cancel vs. someone local. The bill really is a win for FL residents who plan 11 months out, pretty much everyone else loses.

As a full timer from florida who stays all winter in florida state parks, this is a very deserved benefit for florida residents, tired of seeing all New York and Quebec license plates at parks we cant get into. Hopefully they will find a way to keep the third parties out. No mater what florida state parks will be full all winter, even if florida residents get an early reservation window. It makes sense that Floridians should have an advantage in florida state parks. I think every visitor should show their drivers license every time they register at the ranger station, that should keep third party sellers out. You can book as a florida resident but if you show up and dont have a florida drivers license, you wont be able to stay, period. I know lots of out of staters are upset, but lots of states have a home state advantage for booking. First time on your channel, you put together some good stories, look forward to seeing more. Larry

Thanks for commenting. You outline well the argument many FL residents are making. It is fair to FL residents, but not necessarily solving the issue. I have rarely been asked to show my ID when checking in at FL state parks, so that will need to change. The bill really only rewards FL residents who plan very early, but given the subsidized price of the state park campgrounds, demand will remain high and many will still be very frustrated who can't get in. A few other state parks charge higher fees to out-of-state campers, but I am not seeing other state with timing differences (still researching this). Thanks again!

We live in FL and pay lots of taxes. We have extreme traffic during "season" and can hardly get into the restaurants because of the increased traffic. We appreciate being able to get state park reservations that previously were not available because out of state campers had them booked in advance. I am wondering how those non- FL residents would feel if the tables were turned? Impossible traffic, crowded restaurants, non-existent state park camping, etc? At least give us FL residents a little understanding for what we have to put up with for the price of living here and paying taxes! There's still FL property for sale if you'd like to have that experience.

As a Florida resident, I welcome this change. We like to winter camp because the weather is great as you know. Finally, we have a better chance of finding a spot for a weekend or week long.

As a Florida resident and avid camper I think this is a excellent decision they have made. Many people can't afford the 60 to 70 dollar campsite you speak of.

I would have like to see them disallow people holding multiple bookings concurrently and raise rates on out-of-state campers during winter months vs. this somewhat nuclear option, but it makes sense for local residents who pay taxes. I do think it will hurt the parks revenue.

@@JohnMarucci It makes me wonder if the weekenders will end up causing sites to stay open during the midweek rather than occupied for the entire week ? I see this in places like Fort Wilderness at Disney. Like you said earlier, there may be unintended issues.

@@JohnMarucci yes, the bill did not go far enough. We have paid very high out of state fees in Colorado, Montana, Idaho and Wyoming. But we had to pay to store the rv all winter because all state parks were filled with out of state people blocking weeks at a time.

It should be competitive pricing with a discount to in state residence. Also, with computers these days it shouldn't be hard to find those who warehouse reservations at state parks for the same time period. It really shouldn't be any harder then that.

I totally agree with your take on the new reservation bill passed. We retired 3 years ago and just started going to Florida State Parks for the months of April and May. Needless to say that we are very disappointed as we have enjoyed Florida. We will be making our last trip down from Wisconsin in 2023. We are not big spenders while there, however in a six plus weeks period between camping, groceries, restaurants, gas and any other fun thing we spend about $3,000. Not only will the campground revenue suffer but other businesses as well. I think that the weekends will be booked and campsites will be empty during the week. If other states start doing this no one will travel out of their home state. So sad!😢

Fully agree. Weekends will be booked, week days not so much. In January when it gets below freezing residents will cancel, snowbirds can’t, thus the loss in revenue. Also, personally sad to see this go away as a travel option. My $ are about double yours annually for the past six years.

Sounds like 1) The penalty for cancellation should be high enough to deter this activity. 2) Multiple cancellations should trigger that person from being able to make future reservations for a specific period of time. 3) no one is talking about curtailing these 3rd party systems and warehouses flipping these lots for rent at state parks. Maybe the bill should have included a limitation that they could only do this the same week of the rental. IE - if there is a vacancy in the next 7 days, then the window would open and allow 3rd party systems to help full that vacancy - but there should also be mandatory price restrictions. You should not be able to profit off of these in any way since they are state owned properties subsidized by taxpayers. 4) I would also like to have seen a minimum of 50-75% occupancy rate requirements by FL citizens first, out of state 25-50%. There are some great parks that residents cannot gain access to and enjoy due to out of state. Yes, tourism is good for the state. The revenue does the state well. however, the citizens should be able to get priority on its natural resources. 5) Floridians don't despise or hate out of state people/snowbirds. We just want to enjoy the state in various seasons like you do when you come down. Don't take it personally, but we, like you want to enjoy our state and not just beaches or theme parks. With insurance and taxes and other things through the roof, it's important for Floridians to be able to have access to what our tax dollars pay for at these parks. That's the angle this whole thing was coming from, although I don't think it was done the right way that will have meaningful impact for everyone.

This may negatively affect me as an Alabama resident, but I understand. Also, I've personally found florida state park campsite on vrbo and airbnb with tents as a camping package for a hefty premium over the state park nightly rate (I believe it was 150-200/ night).

I never heard about people reselling campsites, I would definitely be opposed to that practice. However, my experience camping in Florida as a resident since the 80s is that the out-of-state campers would overwhelm parks and I could not find a site available a couple months ahead during the season, along with tent camping next to a noisy RV is not a comfortable experience. We now and for many years only camp at primitive campsites where trailers, RVs, and generators are not allowed. This is the only way we can enjoy the quiet natural woodland experience.

I'd like to see all states reduce out of state reservations. I near about always see empty camp sites when they say they booked up. Even when I'm staying there. The Parks's Management is sucking wind I suspect in every state.

Wow!!!!! Florida State Parks issue. We are considering giving up our Spring Training Season tickets as this may be the straw that breaks the Florida Tourism back. I live in which also subsidize the pricing as so many communities rely on the tourism dollars.

I think your wrong about sites being empty during the week. There are many retirees like myself that live in Florida and would fill up the weekdays. The way to solve the multiple bookings is to add a “No Show” fee if you don’t cancel or show up at your campsite within a given time limit. Its very frustrating as a native 5th generation Floridian to be able to camp at my state parks during the cooler winter months.

I suppose we'll see. If the State Parks don't curtail the ability to hold multiple overlapping bookings, I don't think much will change in terms of the inability to secure a campsite for residents. A non-refundable no-show deposit might do the trick, but it isn't in the bill, so don't hold you breath. Thanks for sharing your opinion.

Completely agree. Weekdays will be snapped up too by Florida retirees. After all, Floridia retirees get half off camping reservations, and they're the ones with the time to sit at home on the computers at 8am 11 months out. Bonanza! I'm sure this has create even more excitement in those circles. Florida's working folk may find it even harder to get sites after this change.

Several parks have video/photos of the campground of each site and that helps in reserving the “right” one. It really helps alot, and all parks should do this. That might lower the group bookings issue?

We just retired last year and went full time. I do not own a home in the northern states, we sold it to afford our condo on wheels. I too get frustrated with many state park systems when trying to book but I persevere, admittedly I have no deadlines to travel or book by. I agree that the reservation systems need to be overhauled with fines and fees attached to not cancelling a reservation in a timely manner, just like a private campground does. We have not travelled to Florida in our Fifth wheel yet but we will do so. From the moment this bill was proposed there has been outcry (mostly from the "snowbirds") about the unfair advantage being given to the states residents. Florida residents have been complaining about tourism incursion since the 1950's (remember the "condo commando?), yet the Floridian remains and prospers. I have been to Florida and paid for the high priced hotel or BnB there and can't wait to park my 5er on some beautiful state land there. I have no intention of staying six months and tying up a public land site. Perhaps we should go to the public lands to enjoy, experience, and move along so someone else can do the same? You propose that a higher market rate for out of state residents would help yet that is not the idea of public land. Public lands are for everyone to enjoy, whether a state resident or not. If I wanted to pay the cost of a private campground, I would go to one, and enjoy their amenities. I, for one, would not pay resort fee money to stay in Lake Louisa (as beautiful as it is) just because I am not a Floridian. Sorry for the length, but this debate fuels my fires.

Thanks for taking the time to weigh in. More perspectives make the debate better. We are all a bit myopic in this. FL residents see out-of-state folks as the problem. I see out-of-state campers as the scapegoat. There is simply too little supply at a reasonable price and given the current pricing no reason the state parks would increase supply. So the situation likely will not improve for residents even after snowbirds adjust habits away from state parks. Thanks again for taking the time to articulate a good argument. Blame yourselves for the change in Florida law. I'm sorry it didn't give residents even more of an edge. The whole camping scene changed with covid. Tent and van campers, the lower income folks who kept Florida going and who didn't have the luxury of booking months in advance, struggled to even get a spot. And when we did, the whole atmosphere was changed. Mega coaches, noisy generators, even some of the boondock areas that forbade generators but rude out of state campers who ignored that rule ruined it for us.

The bill only favors planners over non-planners. Unless residents hop on the system at 11 months, it won't change the general frustration. Why not only allow a percentage of sites bookable by non-residents and charge them more? Also, unless you fix the ability to book overlapping reservation and increase the cancellation fee, it won't change a thing.

Want to really solve the problem of booking multiple sites and picking which to actualy use at the last minute? Easy, require payment in full on reservation and make them non-cancellable. Or require a 75% fee for cancellation. You could also set up the reservation system to refuse to book mulitple sites for the same date on the same account. Combining limiting reservations to a single site and charging painful cancellation fees would pretty much eliminate the problem.

First off there should be no "reselling" of a booked site period and the only person that can use the site is the person's party that originally booked the site including the person that actually did the booking. Next if a campsite is reserved that campsite should have at least a 50% cancellation or date change fee after 10 days of the initial booking date. This would stop the booking or holding of multiple sites for the same weekends while the person decides their travel plans. These things alone would eliminate a lot of the issues and honestly a states resident having a 30 day advantage to be able to secure use of their own states resources over an out of state visitor I do not feel is unreasonable. Would sort of suck to have a campground 40 miles from home you never really could access because it was always full of out of staters and you never could book a site. At least now residents get first dibs to enjoy their parks during things like holiday weekends.

Bill, thanks for taking the time to articulate your ideas here. The reselling issue will happen somehow even though illegal. There is too much difference between the subsidized price and what an out-of-state camper would be willing to pay to keep people who don't care about the law from trying to make money. You idea for a much higher penalty for cancellations is necessary with the bill's changes or all this will do is keep away non-residents while continuing the same booking issues for residents. I don't see this as a win for residents without some form of your suggestion being enacted. What we haven't talked about is the 11-month window. Why such a long time out? Most states are about 6 months. Most people don't know what they want to do that far in advance, so the 11 months may be incentivizing people to book and holding multiple reservation - seeing the minimal cancellation fee as an option price. I think out-of-state folks are being the scapegoat and it really is a planner vs non-planner issue. 11 months out favors planners and people with resources who will book than cancel. @@JohnMarucci I'm not sure changing the reservation to 6 months would make much of a difference in the ability to get a reservation. My sister lives in Michigan where there is a 6 month window and she has the same issues of having to be logged on with multiple computers and ready to hit the Send button at exactly the right time to get a reservation. If anything the 11 month window gives me a slightly better chance of getting a reservation since it screens out those who can't or don't plan ahead.

When I've stayed in Florida State parks as an out of state visitor i have paid almost twice the price of a resident. If residents fill the state parks paying less the income for state parks will go down. I wonder how the quality of the parks will go down also.

Great Video John ! The Fl bill will do nothing for the residents! Residents don’t usually pre book 10 or 11 months ahead ! We aren’t fleeing snow ❄️! I just wait until snowbirds fly home ! I just stay at State parks in the summer as I always have ! I don’t mind the heat ! A solution for residents is a section of first come first serve for residents in my opinion. I keep writing Tallahassee for this to happen! I know Lol !! 🤷🏼‍♂️

That is a good idea. How about take 50% of sites for residents at the booking window and save more for first come/first serve. This nuclear option will eliminate future revenue from sticky customers. I also have no idea why 11 months vs. 6 months most other state have - greatly favors planners, especially snowbirds.

I only camp at state or National or COE parks myself! I’ve never ever been in a RV park! I tent camped for 60 years . I finally bought a Casita two years ago ! Was a weird transition for me camping! Multiple bookings should not be allowed, I wouldn't want a higher rate for out of state rv'rs as I travel to other states I don't want to be charged higher either. But the Multiple bookings should be stopped and non-cancelations no-show should be charged 2 days.

As a FL resident, I’ve tried to book at Bahia Honda for two weeks around Thanksgiving for the last 5 years. At 7:59 am 11 months earlier I’ve done my homework and know what sites will open up on that day. I pick one and hit reserve at 8:00 am sharp, along with everyone else playing the same game! In December 2024, I may have a better chance getting a reservation for November 2025, competing with only FL residents for the same spots. Obviously, anything could happen and I may need to change my plans. I’m always good about cancelling or altering my reservation. For those who are lucky enough book days made available by a cancellation, enjoy. Glad to help!
