Of course there are still backlogs as many people continuously flock to the Western Cape ( especially during Covid) precisely because they want better services.!! Also as a provincial government, the Western Cape has limited powers and budgets compared to the national government. Imagine what it could do for the poor if it had national powers and unlimited funds!!

The question you should be asking is why white people are not joining ANC?. You can't have 10 whites in an organization of a million people, and have them all in top positions so that the DA and its voters can be happy. That's not how it works.
