Below you will find the NCHFP directions for canning ground or chopped meat and a link to Bernardin's Vegetable Stock, which is identical to Ball's recipe but Ball does not have a link to it. You can find it in the Ball Complete Book of Home Preserving. I will post an endscreen to my video making the vegetable stock.
The only variations I have made to the NCHFP directions is that I added 1 tablespoon each of garlic powder, onion powder and salt to 5 pounds of beef, and I used half and half Ball's Vegetable Stock and beef broth.
