Sahib Singh Verma became the Chief Minister of Delhi in the year 1996 after the resignation of Madan Lal Khurana who had to resign from his post 50 days before the Delhi Assembly Elections in October 1998. Verma also served as Union minister of labour in Atal Bihari Vajpayee cabinet. Four years in power had only compounded the BJP's woes in the capital. With the supporters of former chief minister M.L. Khurana openly opposing the ruling group, the continuance of Chief Minister Sahib Singh Verma became a matter of utmost concern for the party's top leadership.
