At the bottom mark, port tackers usually come at an angle. Am I right in assuming that basically any starboard tacker that can make it in time would have an overlap and therefore be entitled to room? Assuming nobody has to wait for a long time

The bottom mark tactical rounding interpretation you've described of rule 18.4 is questionable.
