Actually, and ironically, Recife and Pernambuco are regarded as a high crime region. I've been to Manaus, AS, Belem and Santarem, PA, Macapa, AP, and many smaller cities in those states many times. In general the risk of crime is no higher than in most other regions of Brazil. Are there places that it might be unwise to go - probably but you can say that about anywhere in Brazil. And the idea that there is any place in Brazil that the Brazilian Army and Brazilian Navy cannot or will not go is ludicrous. I cannot imagine where you heard that. On the river itself there are so many boats and ships, including ocean going freighters, that you are unlikely to be a victim of robbery or violence. But one thing about AZ and PA is that you will not meet anybody who speaks English. If you go anywhere in Brazil it is necessary to learn Portuguese (or, as the Brazilians sometimes refer to the language, Brasileiro).
