Professor Alex de Waal joins to discuss the conflict between Eritrea and Ethiopia. Eritrean and Ethiopian forces have launched a new assault on the Tigray region in Ethiopia, according to reports. The assault follows months of conflict and humanitarian crisis in the region, which began in November 2020 when the Tigray People's Liberation Front (TPLF) launched an attack on federal military bases. In response, Ethiopian Prime Minister Abiy Ahmed ordered a military campaign against the TPLF, which resulted in widespread destruction and human rights abuses. The situation has been exacerbated by the involvement of Eritrean forces, which have been accused of committing war crimes and crimes against humanity. The ongoing conflict has resulted in thousands of deaths and the displacement of millions of people.

On the phone we have Alex DeWall. he's the executive director of the world peace Foundation professor at Tufts University Fletcher School of Law and policy. Professor, thanks for joining us. It's a pleasure to be with you. let's could I mean this is a conflict that's been going on for two years at least I guess in this form. There was for many many years a conflict between Ethiopia and Eritrea. Can you just set the context for us? who changed? you know what were we talking about when Eritrea and Ethiopia were at War and what changed from then in terms of leadership and then? And then maybe walk us up to what ignited the conflict with the Tigray region and Ethiopia and I guess Eritrea as well and the Amhara? So the basic story is this: for about 25 years from the early 1990s there were two rival governments in Ethiopia and the former Ethiopian province of Eritrea which had got independence in 1993. and the Ethiopian government was authoritarian but relatively open a very effective developmental State. rapid economic growth. and a sort of an anchor of peace and Security in the region so very popular with Western countries for its stand in fighting terrorism. it was an attractive Target for investment. and although it was authoritarian it wasn't totalitarian. Eritrea on the other hand was a totally totally totalitarian state with no political parties, no Judiciary , no budget published, no Constitution , and no totally a one-man show under its president.

If only Michael Brooks was still alive there would be an infinitely constructive discussion on the topic.

Yeah, I love when Sam covers issues that no one else is talking about. It makes me proud to support this program.If I can respond briefly respond to your comment (which I mostly agree with), as bad as the invasion of Ukraine is, I think the situation in Tigray is actually far worse -- in fact, many, many orders of magnitude worse -- at least in terms of sheer human suffering. You can actually find videos online of civilians being burnt alive in Tigray. Truly unfathomable suffering. I don't mean to diminish the suffering of Ukrainians, of course, who are fighting bravely and suffering tremendously, but there's just nothing in the world that compares to the suffering in Tigray. Worst humanitarian crisis in the world. Bar none.

Look up an article online called "The Top 10 Ten Crises the World Can't Ignore in 2022." They place Ethiopia 2nd on the list, behind only Afghanistan. I am sure you won't quibble over whether 2nd or 1st on a list of top 10 humanitarian crises in the entire world qualifies as "the worst humanitarian crisis in the world." Look, you can try to nitpick all of my comments in every thread if you like, but the evidence supports everything I have said.

To be sure, you have in fact nitpicked my other comments (about whether the 2nd-ranked humanitarian crisis in the world counts as the "most serious topic," which I said in response to a commenter whose language trivialized the conflict). From a long-time political observer like Alex DeWall, one would expect at least a correct and balanced presentation of the situation on the ground, which is not the case here.

No one here is interested in taking a side in this conflict. De Waal is presenting the perspective that is shared by every reputable human rights organization in the world, such as Amnesty International and Human Rights Watch. It would be obscene if De Waal had not presented this perspective. There is no excuse for the information blackout created by Ethiopian government. Why prevent the press from entering the region? If they have nothing to hide, there is no reason why they would. Ethiopia has expelled UN aid workers. That is indisputable. Why would they do that, if indeed they have nothing to hide? And the human rights violations committed by the Ethiopia forces (by no means the only ones in the conflict, but certainly widespread and done with sheer impunity) are egregious and inexcusable. It would be outrageous if De Waal (of anyone else) denied this.

It is very striking that De Waal pursues a selective perception here. Why doesn't he say a word here about the horrible violations of human rights by the TPLF? Interesting enough that De Waal is taking sides in this conflict by omitting the crimes of the Marxist TPLF group.

it's interesting that in these 10 weeks 136,000 were casualties, whereas in 2 years of war in which there was more intensive fighting then now at most the ehtopian army suffered 7,500 casualties and the tigray at most 7,900 casualties. Whereas he is claiming 136,000 ethopians in 2weeks and a bit less for Tigray. So about 250,000, so we went from 21 deaths a day to 3,572 or a Omaha beach on D-day every day, every single day for 10 weeks. Do you still not see how obviously incorrect this is, how about his source De Waal is referencing himself he claimed a general said it but there is zero evidence of this, the only place online that says 136,000 is De Wall himself.

28:13 I don't think this is true for one that would mean every single Ethiopian soldier was a casualty in 10 weeks, which would be almost impossible, even if you were trying to get your own soldiers injured. The only thing I can find that says Field Marshel birhanu jula said this was in a blog post which links to some random persons KZfaq video that is in a different language and the field marshals picture appears in the video we do not see him speak or a written statement from him.

@@Alex-cw3rz Yeah the estimate is way out of whack, some Dutch researchers estimated 100,000 military casualties on all sides during the last 10 weeks, and that's decently high end. The Ethiopian army was about 180,000 strong before the war, so this would mean that 80% of their forces were lost in 10 weeks which is just insane

Just to point out in 2 years of conflict the casualties on the Ethopian side have been 7,500 at the most over two years, yet this guy is claiming in 10 weeks 136,000 casualties happened. Even though the most intense fighting occurred in 2020 during the Mekelle Offensive, the casualty rate has increased 18,795%. This is just untrue.

It's definitely not 136,000 but it will be higher than 7,500, that seems to be the tentative estimate of the Ethiopian government. Its very rare to defeat a force as large as the TPLF while sustaining so few casualties without a quick, decisive campaign, it's probably several times higher

@@ravenmusic6392 7,500 was from the Tigray defense force of how many they thought they inflicted on ethopia and is of the first 2 years of the war. It does not include the last 10 weeks. The issue being that the harshest fighting of the war was not in the last 10 weeks, well that's what I heard and if true that would make his 136,000 number even more laughable.

Alex confuses everyone. The issue is simple, to be honest. TPLF has been simply fighting everyone because it believed it could with the support of people like Alex. As much as Alex would like to romanticize a rebel group to whom he dedicated his Ph.D. studies, they are not the good guys. They have fought with Ethiopia twice and Eritrea once in 4 decades or so. He knows many Ethiopians disagree with him, but he has a colonial mentality that only his wisdom supersedes the nations. He wants Ethiopians to accept the rebels were the best thing that happened, and if we disagree, Ethiopia will collapse because he and his friends can paint the type of picture he is painting in the west. Now he is grieving the loss of TPLF as TPLF threw the towel, signing a peace deal and agreeing to disarm. Alex will be remembered by many Ethiopians for stoking the flames of war. He hides behind his professorship to impose his carrier over the will of Ethiopians.

@@Tribuneoftheplebs Assuming you are genuine (including during TPLF's rule), armed groups in Oromia have attacked ethnic Amharas living in Oromia for a long time. This is a large country where the government security apparatus always spreads thin. Abiy, an ethnic Oromo, has been treating armed groups in Oromia less aggressively. Hence, ethnic Amharas (civilians) suffered the burnt. This is nothing like TPLF vs. the rest of Ethiopia, where a conventional war was fought with heavy artillery for the last two years. At the start of the war, TPLF's heavy armament outstripped that of the rest of Ethiopia significantly (which was stockpiled in Tigray to keep Eritrea at bay during TPLF's rein in power). Just one more comment about the defenders of the Ethiopian government who have suddenly swarmed the comment section here, Just ask yourself: Is there any possible argument you could make that would justify burning human beings alive or summarily executing unarmed civilians? Of course there isn't. These crimes have been caught on video, which you can find online, and show Ethiopian forces (speaking Amharic and wearing Ethiopian uniforms) committing them. CNN International has even covered these videos in detail, which can also find online. Now, of course, it is always worth listening to multiple perspectives on a conflict. And the TPLF is not innocent (although of course the people of Tigray are innocent) in this conflict. But no perspective justifies these kinds of atrocities. For anyone who even pretends to have a conscience, these crimes must be condemned.

Amen to condemnation of and crime committed by any side. I think ppl are not asking to white wash suffering but to do a better job of balanced reporting. For example saying TPLF firing the first shot is similar to Poland shooting the first shot in WWII is not about the suffering that ensues after the war started but rather about making a political point saying TPLF is justified in storming a federal army base station in the region and killing federal troops. Where in the world will that not be treated as a treasonous insurrection. Who in their right mind would equate that to Poland of WWII? You are not helping the cause of justice for those who suffered in the war by spewing such untenable positions. Eth government for all its faults has atleast accepted the finding of HRW that crimes have been committed by its troops. The only push back is against reporters that try to paint this as a genocidal war as opposed to self defense. Investigation by HRW and Amnesty didn’t find evidence of genocide.

I agree with your very first sentence. But the second sentence is definitely not true, and from our many exchanges on this page it is not true of you. You continue the downplay the systematic nature and egregiousness of the crimes against humanity committed by the Ethiopians and the Eritreans. You even go so far as to call it "self-defense." Widespread crimes against humanity are not acts of self-defense. Given how widespread these crimes are, the governments must be held responsible for them. It would be foolish to think that they're not aware, acquiescing, or even supporting these actions. For months, the Ethiopian and Eritrean governments denied that Eritrean troops were even involved in the conflict. It wasn't until footage and credible reports emerged to the contrary that they finally admitted it. Multiple human rights organizations, including Amnesty International, have published reports detailing how entire villages have been burnt to the ground. These crimes have been systematic. According to Amnesty International, civilians have been singled out and slaughtered on a mass scale. At one monastery - a monastery, for goodness sake! -- in 2021, more than 100 civilians were slaughtered. At another cathedral in 2020, hundreds of civilians were slaughtered by Eritreans. Ethiopians are also believed to have been behind the razing of two UN refugee camps. Aid workers have been expelled from Ethiopia. Other human rights reports have detailed the mass "violation" of women and girls (as I said before, I can't use the real word for this crime on KZfaq, but everyone knows what I mean). Videos have emerged showing troops burning civilians alive. Some reports even detail how troops celebrate and display the severed heads and body parts of their victims. None of these are acts of self-defense. They are crimes against humanity. Genocide may be hard to prove (because, by some legal accounts, it requires proven intent to wipe out a population in whole or in part) but it is certainly not far-fetched to use that word. And I wouldn't be surprised to hear NGOs and IGOs, or even governments, use it in describing this conflict at some point. In any case, the Ethiopians and Eritreans deserve substantial responsibility for making this the single worst humanitarian crisis in the world.

Have watched your show and the Michael Brooks Show for many years and appreciate your coverage. But this guy ain't it. Somehow the go- to guy for every western press outlet as an authority on this conflict despite being widely regarded across Ethiopia and the wider region as being a partisan and bitter mouthpiece for the previous TPLF led ethnocentric autocracy in Ethiopia. Hope you get some more folks from Ethiopia on and get some other perspectives, and some more historical context, please

I really hope you invite somone on the show to present the other sides argument. This guy is not exactly a non-partisan arbiter of this conflict. There are so many things missing from his analysis. Not saying it was wrong to invite him on, but there are other ways to analyze this conflict.

@@Saucytom He mentions that at 11:30 in the video. He says that the TPLF fired the first shot in the same way that Poland fired the first shot in WW2. That didn't make Poland responsible for WW2 or the atrocities committed by the Axis Powers. And in this case, it does not in any way excuse the widespread and severe human rights violations by Ethiopian forces. There is no doubt that the actions of the Ethiopian forces have created the worst humanitarian crisis in the world.

Okay I was fully taking him for the benefit of the doubt until he made up this utter nonsense about soldiers not even knowing they were in a battle who hadn't been trained and the force just surrendered, this is ridiculous. The 136,000 number I discovered was not true as I could only find one blog post claiming this, at first I thought honest mistake, now I realise he's just not being honest. This conflict seems horrible, but I don't understand why he is l ying?

This is a professor of law and public policy at Tufts University (one of the best universities in the world), and the Executive Director of the World Peace Foundation (WPF). To say he "has no education on [this]" is a bit... much. I find it hard to believe he made that up, whole-cloth. Whose blog did you find? Because sometimes blogs are written by experts. An absence of extensive coverage in popular media does not mean someone is necessarily "lying" about something, especially when the discussion may be more confined to policy experts, and academia.

Get your numbers correct. This is not a lottery Tigre lost close to 478.000 and Ethiopia 36. 000. It might not be 100 % but it is very close. The information was leaked by a former high ranking ethiopian intelligence officer who become an asylum seeker in America 4 months ago.

An entire country would not got to war over hatred over an ethnic group, Sam did not press him at all did sam do any background research???? And the border war was a border war not over a town, Tplf’s Ethiopia wanted to control more land in Eritrea. Eritrea had no choice but to continue the war. Until the Algiers agreement that Tplf’s Ethiopia refused to implement the un border. Abiy government signed that border deal and allowed open borders again.

Something that needs to be mentioned is the TPLF are extreamly unpopular due to their authoritarian rule over the past 30 years and though the majority of atrocities commited are by current government of Abiy Ahmed, many of the atrocities are committed by the TPLF and their allied militias as well. In answer to Sam's question about how the Ethiopian government is able to mobilize so many people young people, to their war effort, 1) unpopularity of the TPLF 2) tribalism 3) Abiy has been able to weaponize a false narrative of foreigners trying to meddle in the affairs of Ethiopia through their support of the TPLF. It's a narrative that draws on Ethiopias history of resistance to foreign domination. The last thing i would like to mention is the TPLF has found success on the battle field because a majority of the military had been monopolized by Tigrayans. When the tigrayans split from the military, what was left was a majority of inexperienced officers and soldiers.

Yes, but what is the nature of the pushback? First of all, you can find some comments on MR videos defending Russia's actions in Ukraine. That doesn't make Russia right. Secondly, it is suspicious in itself that dozens of accounts have suddenly swarmed the MR comment section for the first time. Thirdly, I had considerable familiarity with this conflict well before listening to this conversation, and I had no objection to anything de Waal said. Fourthly, how can anyone justify the information blackout created by the Ethiopian government? If they nothing to hide, why prevent journalists from going in and why expel aid workers? We all know the answer. Fifthly, how can anyone justify the widespread and egregious atrocities committed by Ethiopia forces, some of which are even captured on tape (by no means the only in the conflict, but certainly pervasive in the conflict and done with complete impunity)? No one can justify roasting human beings alive.

@moodycxnt You can present dozens of perspective on any conflict. But what perspective justifies the burning of human beings alive or the shooting of unarmed men? You can find videos of these crimes online. CNN has even analyzed them, which you can also find easily. The people who are committing these crimes (by no means the only in the conflict) are speaking Amharic and wearing Ethiopian uniforms. No perspective can justify that, whether they are longtime viewers of this program or not (and I highly doubt that anyone who supports this program, which tends to attract people of conscience, would try to justify it anyway).

For anyone surprised by the number of negative comments on this page, don't be. It happens every time someone criticizes the atrocities committed by Ethiopian forces. To maintain perspective (and sanity) on this issue, ask yourself some basic questions. First of all, why on earth would Alex de Waal have an agenda here? And why is de Waal's perspective the same as that of every reputable human rights organization in the world, including Amnesty International and Human Rights Watch? Secondly, if Ethiopia has nothing to hide, why did they expel aid workers, and why do they prevent journalists from investigating the conflict themselves? Thirdly, how can anyone justify the widespread atrocities committed by the Ethiopian forces (to be sure, there are some on the other side as well, but those committed by Ethiopia are still pervasive and done with impunity)? Some of them are even caught on video, which you can find online. How can anyone justify the burning of human beings while they're still alive? Of course, nothing can. It's inexcusable.

Again, you continue to use frivolous words in what is perhaps the most serious discussion anyone could have. In another thread, you used "lol" in response to my comment; in this thread, you use the term "triggered." These words betray how unseriously you think about this whole conflict. If you want to say that I am "triggered" by the most egregious war crimes imaginable, then so be it. Again, no one has said that the TPLF is innocent, but they are also not "the root cause of this chaos," because, and I'm tired of telling you this, nothing , absolutely nothing, can "cause" the atrocities committed by the Ethiopians and Eritreans other than the Ethiopians and the Eritreans themselves. No one can "cause" an army to commit some of the most widespread and brutal atrocities in the entire world -- including burning civilians alive, slaughtering and decapitating scores of unarmed people, expelling aid workers from the country, "violating" women on a mass scale, and systematically razing infrastructure and buildings that provide basic necessities to ordinary people. All of this has been reported by the UN and Amnesty International, and no one is responsible for it other than the Ethiopians and the Eritreans.

Ask yourself how difficult finding a person from the area is, so that even if there is a hidden agenda, some portion of the truth is preserved rather than filtered through academic formality.

@@0MVR_0 That's a bold hypothesis. As the saying goes, anything is possible. In order for a claim to be true, however, rather than merely possible, it needs to be supported by evidence. Do you have any evidence at all? Your own suspicions are not evidence. The UN, Amnesty International, and Human Rights Watch would have to have the same agenda as well, since their reports confirm much of what de Waal says here. Also, I don't know what your second sentence is insinuating. Are you suggesting that this program has an agenda to weaken African states? I will pay you the compliment of assuming that I have misunderstood you, because that would be so absurd that I would struggle to take you seriously.

What happened to Tigray people is horrifying, and Nightmare, it's like a Hora movie and I had a nightmares for so many months I couldn't sleep I couldn't eat it was terrifying that any human being would be treated this way in 2022 and the world just watching when Tigray people Sufferer! Can you imagine living without electric and telephone service and no internet or food medications? No bank service. At the same time, you're being attacked by a drone.. For us who read and watch all this, we have been traumatized forever!

I'm not Ethiopian but I'm an American that has visited Ethiopia several times. I can tell you everything this Alex guy is saying is biased. He mixes in his opinion and ideas with the facts. Don't listen to this guy. TPLF started the war by attacking the Ethiopian army base in Tigray and the national army responded appropriately with force. War crimes were committed on all sides. Nobody was 100% the good guy. This guy is a joke. Do your own research. Visit Ethiopia and visit different regions. Ethiopia is a great place to vacation. Everyone is welcoming and helpful.
