We haven't had large wild fires in this area in years. We have had continued rain this winter so the ground isn't hard so that flooding is not from the surface runoff. The flooding is due to too much rain in a short period of time, simple.

Look at what happened to us in Europe last year when we had an atmospheric river hit us after months of steady rain. Most of my country(Slovenia) is full of nature yet half of it got flooded, since we ended up getting more rain than we'd get over a normalish weather year, it all fell on us in a day.
