The three Elven rings almost mirror the Silmarils of the First Age, one was cast into the sea, one is carried in Earendil's ship, and one was lost in the depths of the earth: water, air, fire

ALL 19 Rings of Power were Elf-rings. Sauron stole 16 after the conquest of Ost-in-Edhil and, since the jig was up with the Elves, he then dolled them out to the other races to see what would stick.

The elven rings did NOT come under Sauron's control! Hence why Galadriel, Elrond, and Gandalf could have them. They were hidden from him, so that he could not gain influence over them. They were vulnerable to him, but he had not been able to corrupt them before the elves figured it out.
