I note your comment below "You must have had a Thai non-immigrant visa for at least three years prior to the submission of your application. Holders of multiple NON-Immigrant visas can not apply. You must have 3 consecutive yearly extensions in order to qualify". Does this means one must be in Thailand with the relevant visa for 3 years before being able to lease land and have a villa built?

Thailand allow "homeower builder" to hire subcontractor? I prefer not to hire builder, I can supervise budget for my own.

You can supervise by yourself sure. I hope you can speak Thai well enough otherwise I advise you to talk to someone who did it already before to share his experience. I wish it was that easy

do I must speak Thai to apply for permanent residency interview? IF yes, can I apply for ED visa instead O visa? after 3 years, apply for PR? @@THAILANDEASY_
